The National Council for Behavioral Health is a non-profit organization that is committed to ensuring that the more than eight million Americans living with mental health and substance use disorders have access to comprehensive, high-quality care that gives them every opportunity for recovery and the chance to thrive in their community. The National Council for Behavioral Health has member organizations from every state, called National Council Members, totaling over 2,000. These members are healthcare organizations and management entities that provide treatment and support within their community. Every year they provide billions of dollars for psychiatric crisis services; addiction prevention programs; outpatient medication and psychotherapy; community education; and rehabilitation to name a few.
These services are funded through federal, state and local grants; Medicaid; Medicare; and commercial insurance. Affiliate members of the National Council for Behavioral Health are healthcare vendors that offer a wide range of services and products, such as accreditation; consultant and technical assistance; insurance; managed care; health information technology systems; and pharmacy. The key health care issue of this stakeholder and its members is ensuring that adults and children have access to mental health and substance use treatment. On behalf of the millions of Americans that struggle with mental health and substance use disorders, they advocate for policies that will ensure these individuals have access to the needed services.

With the passing of the Affordable Care Act (ACA), the National Council created a timeline for implementation of the major provisions in the ACA. One provision that began immediately was “educating primary care providers about behavioral health”. This provision “establishes and authorizes funds for a Primary Care Extension Program to educate primary care providers about…mental and behavioral health services, which include substance abuse prevention and treatment services…” (National Council, n.d. (A, B, C)).
Americans will have more opportunities to seek treatment as more and more primary care providers are educated on these services.
This stakeholder’s perspective is three-fold. From the payer perspective, several affiliate members are insurance companies that provide insurance to providers in the behavioral health industry. They cover inpatient and outpatient facilities, as well as workers compensation and general and professional liability. From a provider perspective, the 2,000 member organizations employ approximately 500,000 staff, including administrators, clinical professionals, para-professionals, peer counselors, and support staff. In addition to the services mentioned above, they also offer specialized community mental health services for children, including therapeutic foster care; jail diversion and prison re-entry initiatives; and treatment for trauma and posttraumatic stress disorder. Lastly, from the producer/product developer perspective, many of the affiliate members offer products and services related to health information technology systems. These range from software for clinical documentation and electronic health records, to integrated platforms that support the cradle-to-grave aspect of the provider life-cycle (National Council, n.d. As individuals and working professionals, we all have people that we consider a “partner”, someone who shares the same goal. This is also true for stakeholders. One organization that shares similar goals to that of the National Council is Mental Health America. Their mission is to “…inform, advocate and enable access to quality behavioral health services for all Americans.” They are “dedicated to promoting mental health, preventing mental and substance use conditions and achieving victory over mental illnesses and addictions through advocacy, education, research and service” (Mental Health, n.d.).
The National Council also partners with the University of Southern California School of Social Work, which allows behavioral health professionals to earn their Masters in Social Work through virtual classroom and internship programs with local National Council member organizations in the student’s community (National Council, n.d. (F)).
You may be wondering who is responsible for everything the National Council does. It takes a team of dedicated professionals to carry out a mission as broad as theirs, but at the forefront of this organization is Linda Rosenberg. She is the President and CEO of the National Council for Behavioral Health and a certified social worker (MSW).
She is a national leader in the development, design, and delivery of mental health and substance use policy and services. She served as Senior Deputy Commissioner of the New York State Office of Mental Health prior to joining the National Council. Linda Rosenberg is also a family therapist and psychiatric rehabilitation practitioner with over 30 years’ experience. She oversees advocacy, practice improvement, and public education initiatives. She is a vital asset to the organization.
She ensured that the Affordable Care Act addressed the needs of individuals with behavioral health disorders, and is responsible for introducing Mental Health First Aid in the United States. As of December 2013, approximately 140,000 people have received this training since being introduced in 2008 (National Council, n.d. (G, H)).

In conclusion, the National Council for Behavioral Health is an organization committed to ensuring that Americans with behavioral health and substance use disorders have access to treatment. From a provider perspective, National Council Members employ administrators, clinical and para-professionals, peer counselors, and support staff. From the payer perspective, affiliate members provide insurance for providers. From the product developer perspective, other affiliate members provide products and services related to health information technology systems. They share common goals with Mental Health America, and see the importance of continuing education for behavioral health professionals as evidenced by their partnering with the University of Southern California School of Social Work. Linda Rosenberg is a professional with many years’ experience in behavioral health. Her commitment to those in need of behavioral health and substance use treatment, along with her organizational skills and responsibilities, enable her to meet the needs of the stakeholder.
