The term abuse refers to the use of something or treatment to a person to the extent of harming the object or person involved. In order to protect everyone from abuses that may be brought by others, there are laws that were established by the government and as well as corresponding verdict to those abusers.
Most of the time because of their incapability to protect themselves and as well because of their innocence and inexperienced, children are the ones that are commonly attack by abusers in such a way that their rights are violated and harms are brought. Aside from children, the elderly are also commonly abused because of their physical situation.
Thus, more concerns are given to the children and to the elderly when it comes on securing their rights and protecting them form those who are likely to harm them. There are also different laws and actions that are taken by the government in order to ensure that the rights of every individual are respected of which laws concerning the report of abuse is one.
Most of the time, it is because of the inability to know the abuses that are happening in the society, that actions are not taken properly or not taken at all. One of the most important aspect in order to reduced cases of abuse, especially those that had never been known is for someone to report it to the law enforcers and other concerned citizen. Reporting an abuse is the best way of reducing such cases.
In California, there are laws that mandate citizens to report cases of child abuse within their scope. This is known as the Child Abuse and Neglect Reporting Law that mandate professionals to report such acts to law enforcers and other concerned citizen or institution. Under this law are the list of professional that are mandated to report as well as the corresponding punishment for not reporting given that is proven to be intentional or due to the negligence of the said person.

The penalty for not reporting ranges from paying a certain amount of money to imprisonment depending on the graveness of the harm brought to the child involved. Reporting laws for elderly abuse are also established in California and are similar to the law of reporting child abuse. The punishment may also involved payment and imprisonment or even both. One of the differences between the two laws (for the elderly and children) is that reporting an elderly abuse would require the reporter to have a written report as well that includes pertinent information regarding the case.
This must also be received by the respected agency two days after the report was made. Any report done regarding child and elderly abuse is kept confidential to guard the interest of the reporter. The reporter will not be liable on false reports made given the premise that it was proven to be unintentional and that the reporter bases his or her actions on certain observations.
Regarding the matter of child and elderly abuse reporting, the actions that are taken by the Oregon government are very similar to California. They also mandate certain citizens to report observable and known cases of abuse whether children or the elderly. However, the Oregon Revised Statute only mandates those public or private officials to report such case. Anyone is also free to make such report of course.
They also include punishments for those who intentional neglect any seen or known cases that can be paying a certain amount and even imprisonment. Any reports will also be confidential to extent allowed by the law. The reporter will not be legally responsible for any case of false reporting life the California law. Thus, it can be seen that the California and Oregon laws regarding children and elderly abuse reporting are very similar with each other although there are slight differences.

It can be said that both California and Oregon value their children as well the elderly through such laws that they implement to guard the safety of these persons. However, any effort made by the government will not be effective if the citizens are not willing to cooperate and do their part in reducing cases of abuse on the elderly and children. For this reason, the California government is launching an all out campaign to encourage citizens to do their part and report cases of abuse that they find in the society. The success of any war against children and elderly abuse is in the hands of the government and it’s citizens as well.
