What if he was caught at 10am on the day the bomb will detonate? Since he is caught he prefers death because he has failed, but death will not tell where the bomb is located. Would it be fair to let over a million people die because of one rotten apple out of a bushel? If he were tortured into telling where the bomb is placed, then perhaps all of the innocent people who are on Manhattan Island would still live.
