Civil Conflict
Civil conflicts are disagreements that occur in a country that is divided into two groups that each have different opinions and views on how the country should operate. Civil conflicts are also known as civil wars. These conflicts have occurred in many countries all over the world and still continue to take place today. In 1999, forty countries in South America, Africa, Asia and Europe were undergoing internal conflicts. Many of these wars have been taking place for years and have not yet reached agreements that would indicate they are coming to end. Since 1996, 60 percent of civil conflicts have lasted more than 5 years and one third last longer than 20 years.
Civil conflicts mainly affect citizens living in the country undergoing the war, who are not actively participating in the violence (civilians).
From 1989 to 1999 more than 5.5 million people have been killed and 74 to 90 percent of them were civilians. Internal conflicts also influence all people living in the world. People who do not reside in a country undergoing war are still affected because of their family and friends who may live in an affected country. Since 16.5 million people have died in internal conflicts since 1945, it is evident that these deaths have affected all people in some way. However, the media does not consistently broadcast many civil conflicts and therefore many people may not have even heard of the wars and consequently they have not been affected.

Civil wars began when people first developed the ability to form counties and nations. Since then, they have continued to take place and there is no sign that they are coming to an end.
Civil wars occur for a variety of reasons. They mainly take place because humans are greedy, desire power and believe their opinions are all that matter. In the past, internal conflicts happened because of abuse of human rights, such as slavery, and because of political opinion. In the last century civil conflicts have occurred because of land disputes, struggles for a more democratic government, and hatred between ethnic and religious groups.
Civil wars are so horrible because millions of people are killed and even families can be split apart. Internal conflicts have much higher death rates than interstate wars, as 16.6 million have died since 1945 in internal conflicts, while 3.3 million have been killed in interstate wars. As well one hundred and twenty two civil conflicts have occurred since 1945 compared to 25 conventional wars. The death tolls are much higher for internal conflicts because approximately 2.3 wars have begun annually but only 1.7 conflicts are resolved each year, meaning wars begin more frequently then they end.
There are various ways the issue of civic conflicts can be resolved. The first is voting. If the citizens of countries experiencing civil war debated and voted on a resolution there would be no need for violence. Also, a meeting place for discussion should be established in order for representatives from each group to discuss their views and opinions. Communication is extremely important and is a necessity in order to stay away from violence and from preventing a war breaking out. As well countries experiencing internal conflict should get another country to assist them in coming to an agreement (mediation), in order to avoid a war breaking out.

An NGO that assists countries who have experienced or are experiencing civil conflict is the Red Cross. The Red Cross’s mission is to improve the lives of people in need by using the power of Canadian citizens and people around the world. This organization is able to help people by donations and the assistant of volunteers from across Canada.
Red Cross helps deal with the issue of civil conflict by providing financial resources, emergency care (food, health care, water), and psychological and social support to the victims who were affected by the war. This NGO also produces conflict resolution activities relating to promoting peace and human rights.
The UN is the international organization that assists countries dealing with civil conflict. The United Nation’s main purpose is to maintain international peace and security, to eliminate hatred between all nations, to solve international problems and to encourage human rights and freedoms. These things are possible because many countries all around the world contribute and participate in the work of the UN.
The UN usually helps countries dealing with civil conflict after the conflict has ended. This is because they usually only play a role if both parties in the conflict agree on them helping. This international organization works to prevent the outbreak from occurring again, by confidence-building measures, power-sharing arrangements, initiating the beginning of democracy, strengthening the rule of law, and economic and human rights development.
There are a few similarities between the UN and the Red Cross on how they address this issue. They both take human rights into consideration and make it a main priority to promote. The UN and Red Cross also both provide economic support to the country and to the victims of the conflict. On the other hand, there are more contrasts between the two organizations. The Red Cross focuses more on dealing with the issue at present time, with emergency help and support that goes directly to the victims. However, the UN directs their attention more to preventing the war from reoccurring and on eliminating the issue completely. As well, the NGO assists the country during the civil war; while the United Nations does as well, but they spend more time on the country after the conflict has ended.

In our opinion both organizations are very effective in terms of dealing with the issue because they each focus on a different ways of helping. In the world it is a necessity to have both organization operating, so that there are preventative measures in place and so that the victims of the present day wars are getting assistance. Although the United Nations may be more effective since they are an international organization and therefore they have more money and support to help end the problem.
The Canadian government assists countries undergoing civil conflicts in a variety of ways. The Department of Foreign Affairs and International Trade (DFAIT) and the Canadian International Development Agency (CIDA) are the two Canadian departments that mainly deal with helping countries experiencing a civil war. They use techniques to build a peaceful and secure environment in the effected country, by humanitarian and economic assistance. The departments initiate international peace building efforts and encourage public involvement in the process. The DFAIT and CIDA work to strengthen the political situation in a country and help to establish a responsible government that will respect human rights and follow the rule of law. They work to establish partnerships between developing countries and they promote economic opportunity and the participation of women in the development process. After the country has reached an agreement DFAIT and CIDA have programs to help the country recover from the civil war and begin to live life as they did before.
In our opinion the Canadian government is doing enough to address the problem of civil conflicts around the world. They are donating millions of dollars each year to the UN and are constantly involved in helping countries undergoing conflicts. Although the Canadian government donates large amounts of funds to international organizations, they rarely step in and help the countries themselves. Compared to countries such as the United States, Canada does not actively participate in the development of the peace process. Canada should help countries in other ways then donating money and should use their power to end the violence.

There are a few important actions that Torontonians can do to address this global issue. One of the reasons why civil wars last for so long and get little help is because of the lack of media attention they receive. If citizens of Toronto involve the media by writing letters to newspapers and television channels, people will become more aware of the issue. Once the media is involved and feels the viewers are interested, more attention will be given to civil conflict, thus resulting in more money and support. As well Torontonians can address their MPs or MPPs to more involve Canada in helping countries dealing with civil conflict. A simple donation, as well to a local or international organization will assist the people in the countries that need help.
