Introduction
I have been asked to explain how human service delivery settings are influenced by evolving client needs and how client services are changing due to trends in technology. In earlier days institutions were located in rural and remote places so that society members did not have to be reminded that people had disabilities. (Woodside, 2011).
In the past, a lot of people who were institutionalized could have functioned in the world with the assistance of professional support. Due to the increased change in philosophy regarding the delivery of human service “the focus of treatment has become health and wellness, instead of illness” (Woodside, 2011, p.62).
Human service delivery has been downsizing in institutions and increased in the number of community based settings. Due to trends in technology the new goal of community based services is to enable clients to interact with their environment in the least restrictive setting possible. “Technology is used to help clients both directly and indirectly; it is used in areas of communication, information management, service delivery, and professional development” (Woodside, 2011, p.69).

System of care or school based services is a “partnership between human services and education is important to meet the complex needs of children and families” (Woodside, 2011, pg. 63).
The Substance Abuse and Mental Health Services Administration (SAMHSA) is a program to address the needs of children and youth and their families. When schools are part of the system of care they can help assist when crisis situations arise. A team approach is better than an individual approach and the “integration of education, health and social welfare services provides support to vulnerable children growing up in today’s economy.”(Woodside 2011, pg.63).
When children don’t have the family support at home, it’s hard for them to want to focus on education when they are really focused on when their next meal is going to be or what is going to happen to them when they get home. By providing these services at school, they can get free meals to help alleviate these symptoms and allow them to learn, so that they don’t continue down the same path that they already live in. By providing counseling in schools these children trust their teachers that are there for them day in and day out and they feel comfortable talking with them about situations that are happening at home. The school is then able to get them the help they need within their home lives.
According to Woodside (2011) Community based care in correctional facilities provides educational services, counseling, substance abuse programs, and employment assistance. They are designed to take inmates from prisons and jails and place them in the community supervised planned programs to help integrate them back into society, by helping them accept responsibility and to take the initiative to want to help themselves.
Another area of Community based care is within nursing home, hospice houses and the American Cancer Society which provide support to the elderly and their families during the final stages of their lives. The goal of community based care is to provide quality care, provide pain and symptom control, spiritual care, family support, and bereavement care. Lots of people go through depression when they lose a family member and it can go uncovered for years, until the individual realizes that they need help. Now that these community based care units are available these individuals can get the help they need immediately. When you understand what you’re going through at that time it makes sense why you feel the way you do and it’s appropriate to seek the assistance sooner rather than later.

Along with community based care settings, there is a need within our industries to recognize when employees need assistance. Employers are now educated to identify signals that require assistance. Many companies offer employee assistance programs which are services that are paid for by the company and allow the employees so many paid visits and then are outsourced to other facilities, to continue treatment. With all the demands that are put on people, some people become addicted to drugs and alcohol to help cope with the stresses. A lot of companies will get allow them to keep their jobs if they go to treatment to get better, if the employee comes to them to get the help they need. Professionals use technology to provide services more effectively and efficiently. Technology has changed how services are provided and delivered and it has made it easier and faster to obtain services from multiple providers to get the clients all the help they need.
Technology has helped providers better quality of service in a cost-effective manner saving the state and government money. Development in technology has changed the way individuals communicate and deliver services to clients within human services. According to Woodside, 2011 E-mail, Instant Messaging and Text Messaging are all ways that providers share information and files relating to clients, whether they are in the same building or across the state. Instant Messaging or IM is communication between computer to computer and text messaging is communication between cell phones. Both methods allow professionals to communicate with their clients instantaneously, it allows direct service to clients, allows for the professional to be available at all times to meet ongoing client needs. Along with communication, technology has provided information management to the human service system. Professionals now have the ability to access client files from their home or office. If professionals need to be available at all times, they need to have access to client files. Information Management has made it so that files are electronic and are not stored at the actual facility. Information Management has reduced the fees to professionals when it comes to coping files any using paper and ink to send files to another professional or paying records/filing clerks, when the professional care save their work right on their computer.

Professional development is another way that technology has changed in human services. Professional development is an important aspect of lifelong learning. For professionals to keep their licenses they need to have continuing education. Instead of sending human service professionals to seminars and trainings in different cities or towns, they now can log on to their computer and participate in webinar trainings, obtain the training by e-books and podcasts. Online learning provides access to education and they are still able to provide services to their client while participating in continuing education. This aspect of technology has saved organizations money on hotels, gas, airfare and time by not having to send their professionals to trainings to learn about new laws, new developments which are all important but now they are able to do it from their desk or homes. In closing, I have explained how human service delivery settings are influenced by evolving client needs and how client services are changing due to trends in technology. With the focus now being on wellness promotion it is enhancing exercise, reducing stress, identifying physical symptoms, assessing suicide risks and depression. It has helped people connect with professionals inside and outside of an agency setting, allowing access to help immediately. According to Woodside, 2011, the creation of a social network is much more influential for the society. Managed care is a set of tools or methods designed to manage resources and deliver human services in the areas of healthcare and mental health (Woodside, 2011, pg. 74).
