What is community policing? Community policing is a working partnership with a community that helps make the environment a better place to live in. This partnership with the community has goals such as reducing neighborhood crime, helping to reduce fear of crime and enhancing the quality of life in the community. And it does so with the help of police, local government and community members. With the collaboration between the police and the community, community policing should identify problems of crime and disorder and then involve the community to find solutions. By doing so there should be less serious crimes in the community and a better atmosphere. All in all, community policing is basically a relationship between the police and the community to create a better atmosphere so there is less crime rates.
What are COPS? Community Oriented Policing Services. COPS provide innovative programs that respond directly to the emerging needs of state and local law enforcement. “Broken Windows.” Is a story about community policing. This story explains how in the mid-1790s The State of New Jersey proposed a “Safe and Clean Neighborhoods Program,” designed to improve the community quality in 28 cities. At first the governor and other state official were skeptical of this program because of the whole foot-patrolling factor. Some people believed that foot patrolling would take away some power because it would take cops longer to get to a point, so it wouldn’t be an efficient manner to operate. Five years after this program started, the Police Foundation in Washington D.C. published an evaluation of community policing. To everyone surprise foot patrol made no change in crime rates. However, people felt safer in the communities that had foot patrol then in the ones without. Thus, leading to more Community Policing Programs around the country.
Community policing has evolved from being a small project to having the whole country aware of it. Because of community policing there are less crimes happening. For example, in the city of Richmond we have a community-policing program, but not as strong as the one we had before. As a result, there are more homicide rates then before. In the interview, Teresa explained that every month she has to go to a meeting to learn how to make the community a better place, so basically community policing is evolving everyday and preventing crime at the same time. Also, the city of Richmond has many community-involved programs besides community policing, such as The Police Reserves, Police Explorers, Richmond Police Activities League (PAL), Neighborhood Watch, chaplains program, and The Citizens Academy.
3) What is your own definition of community policing? Meeting people, getting out, and being proactive.
The Police Reserves is a philosophy of community policing that includes responsibility for protecting people and property; maintaining order; preventing crimes and juvenile delinquency; controlling traffic; specialized administrative or investigative duties; and writing reports. The Police Explorers strive to create an interest in law enforcement for youths by exposing them to the many duties, which police officers perform. The Richmond Police Activities League (PAL) is a positive alternative to the streets for boys and girls between 5 – 18 years of age. Neighborhood Watch forges bonds among area residents, helps reduce burglaries and robberies, and improves relations between police and the communities. The chaplains program provides care and specific service to victims of crimes and they also assist the citizens of the community at times of crisis and trauma. The citizens’ academy has an overall purpose of building a better understanding between the community and the Richmond Police Department. In general, even though Richmond might not have a main community-policing program they still have programs for the community. However, a main community-policing program would be better and most likely will reduce out homicide rates back to the way they were.
