If I could create a country of my choosing, I would create a Union State similar to the defunct Soviet Union with some important changes. The country I would create would be composed of the same countries that formed the former Soviet Union: Armenia, Georgia, Azerbaijian,Tajikstan, Uzbekistan, Kyrgyzstan, Latvia, Lithuania, Estonia, Belarus, Moldova, Kazakhstan, Turkmenistan, Ukraine and Russia. This state would also be a one party country dominated by the Socialist Union Party. This is where the similarities would end. The political structure of this state would be similar to the United States in some respect. There would be a bicameral legislature. A lower house and an upper house. The lower house would have seats assigned in proportion to each of the fifteen constituent countries in accordance with their population. The upper house would have 30 seats with two each assigned to the republics. For bills to become law, they would have to pass both houses with more than 50% of the vote and then be signed into law by the president. If the president vetoes a bill then both houses need to pass with 66.6% voting in favor to overturn it.

The second is that you have to be a member of the only recognized party which is the Socialist Union Party. To become a member of the SUP you have to finish compulsory education up to the age of 18 and then complete two years of service in the military. By being required to serve two years of military service in order to be a member of the party, it will force anyone with political aspirations to sacrifice for the country. By requiring that all party members complete education up to the age of 18, it will help to ensure that people who join the party and then run for political office will be sufficiently educated. Even if you are not a member of the Socialist Union party, the only requirement you need to be able to vote is that you be over the age of 18.
Ideally with all the ideas I have laid out, the Union State will be a state that should be stable over the long turn. Several safeguards are put in place to prevent the rise of career politicians, such as the term limits. In addition to this, because the only requirements that you need to be able to hold political office are widely available to everyone, hopefully it will help foster egalitarianism amongst citizens because nobody should be “better” than anyone else.
