Dallas decided to extend employee hours instead of hiring new employees because it was unclear if as many people would shop due to the recession. New York Beige Book- Most contacts at District department stores reported stronger than expected sales in both January and February and positive over the year changes.

New York’s sales were average or just below average but in good shape for the most part, but Dallas was keeping there inventory low on stock because of low sales.
