“Department of the Interior and Local Government Act of 1990” Republic Act No. 6975 CHAPTER V Section 60established the Composition; December 13, 1990 the Bureau of Jail Management and Penology, hereinafter referred to as the Jail Bureau, is hereby created initially consisting of officers and uniformed members of the Jail Management and Penology Service as constituted under Presidential Decree No. 765. The Bureau of Jail Management and Penology was created thru Republic Act 6975 as a line Bureau under the Department of Interior and Local Government. The Jail Bureau is the upgraded version of its forerunner.
As amended by law, the BJMP shall operate under the reorganized Department of the InteriorandLocal Government The Bureau of Jail Management and Penology supervises and controls all district, City and Municipal Jails (BJMP).
Bureau of Jail Management and Penology is mandated to direct, supervise and control the administration and operation of all district, city and municipal jails nationwide with pronged tasks of safekeeping and development of inmates.
As one of the Five Pillars of the Criminal Justice System, the BJMP was created to address growing concern of jail management and penology problem.
As provided for under R.A. No. 6975, the Jail Bureau is mandated to take operational and administrative control over all city, district and municipal jails. The Bureau has four major areas of rehabilitation programs, namely: Livelihood Projects, Educational and Vocational Training, Recreation and Sports, and Religious/ Spiritual Activities. These were continuously implemented to eliminate the offenders’ pattern of criminal behavior and to reform them to become law-abiding and productive citizens. The Regional Livelihood Development Committee (RLDC) shall take an active role in the promotion of livelihood development, monitoring and evaluation of all livelihood projects.

What is IWDP? The IWDP means Inmates Welfare and Development Programs which manage by Inmates’ Welfare Development Officer (IWDO).
The officer shall be designated by the Regional Office through the recommendation of the RLDC. The IWDO shall not be relieved of post without clearance from the RLDC.
The IWDO shall assess inmates’ needs for livelihood programs and look into other opportunities to fulfill Inmates’ Welfare Development (IWD) objectives.
The Puerto Princesa City Jail, in its view to pursue its mission, that is to ensure public safety by providing quality jail management and services through an efficient and humane conduct of safekeeping and rehabilitation of inmates, is introducing innovative programs which are more focused on rehabilitating our incarcerated brothers. Such treatment modality employs a holistic approach anchored on the philosophy of self-help. Significance of the Study
The emphasis of this study is on the fundamental and concept of jail management programs due to the reformation of the inmates. This study will contribute to the following:
To the Bureau of Jail Management and Penology (BJMP) it will help them to improve their reformation programs to be more effective after the release of inmates. To the future researchers it will guide them to have a better understanding to the correction reformatories principles and theories of City Jail. Primarily, this research is designed to be one of the references of students of Bachelor of Science of Criminology.
To the Researchers it will enrich the broad knowledge of internal functions of the Bureau of Jail Management and Penology regarding to the Inmates Welfare and Development Programs.
Scope and Delimitation
The study will be conducted in Bureau of Jail Management and Penology Puerto Princesa City Jail. The actual research would be conducted on June 2014 to determine the extent of usefulness of Inmates Welfare and Development Programs (IWDP).
With this observation, the researchers were inspired to determine the factors affecting programs to respondents.
