Yet, trees are being cut down and so the word deforestation was coined. All these entities – pollution, industrialization, and deforestation have decreased the supply of good quality raw water for drinking and domestic use not just in locality but this has become a global dilemma. Water is life. Therefore, there is a big need to save every single drop of it from any forms of contaminants.
It should not become the source of life-threatening ailments but rather it should sustain and maintain a healthy living. In Cagayan de Oro (CdeO) City, the condition of its major river is alarming. The increase of pollutional pressure due to industrial wastes and sediments transported from the watershed are the very reasons why the CdeO River, instead of sustaining city’s development became one of the city’s significant problems.
This alarming situation has moved concerned residents to protect, preserve and conserve the river and to help the people help themselves through forming an organization they named Safer River, Life Saver Foundation, Inc. (SRLSF).
SRLSF is a multi-sectoral effort intended to respond to the national clamor to protect water resources from pollution. Its objective in particular is to optimize the benefits from the river’s vast potentials for the best interest of the city and for the common welfare of its residents in general.
The foundation was conceived on April 9, 1997 when Liceo de Cagayan University (LdCU).
Through School of Graduate Studies (SGS) hosted a technical paper presentation involving her officials and those of concerned government agencies. In fact, the theme of the first conference is the Protection and Enhancement of the Cagayan de Oro River. SRLSF Programs and Services In order to attain the main objective of the foundation which is to protect the CdeO River and as well as the surrounding areas, various programs and services were implemented.

The operation of the programs and services include variation of operational activities where stakeholders are given the opportunity to participate and contribute in achieving the foundation main purpose. The Community Development is one of the programs where services include SRLS Club Mothers, Clean Up Drive and Tree Planting/Growing. The SRLS Club Mothers is both an academe and community – based organizations, which one of its aims is to facilitate a better outlook and a frame of mind towards the implementation of Foundation’s activities.
Consultation/Orientation and Election of Officers and Food Demonstration for Livelihood Project comprise the activities of SRLS Club Mothers. The activities have made possible through the help also of Social Orientation students of LdCU. The beneficiaries of these activities are the 16 River Barangays of Cagayan de Oro City. The Social Orientation and NSTP/CWTS students of the University are also active participants of the Clean Up Drive and Tree Planting/Growing activities with the support of Barangay Officials.
The communities living along the riverbank are their targeted beneficiaries. In fact, the tree planting at Mapawa way back December 05, 2006 was attended by Luli Arroyo, daughter of Gloria Macapagal Arroyo. Forest Nursery Project was also implemented where propagation of various seedlings from seeds to seedlings can be readily available for planting. It is because the foundation believed that tree planting is one way to effectively preserve the natural resources of the City.
Other programs are Aqua Culture Project where it greatly provides fisher folks an opportunity for income generating project as supply of tilapia will steadily increase and Eco-Tourism Programs where an alternate mode of transportation they called River Taxi can provide a venue for recreation and relaxation for both domestic and foreign tourists. Early this year, January to March to be exact all the activities of the Foundation is fully optimized so that its vision, mission and objectives will not be defeated but instead it will be fully implemented.

This year a genuine gift giving activity wherein used clothing that can still be used and canned goods were imparted to the less privileged residents of the riverbank. The activity was initiated by the Social Orientation 3 students and the SRLS Club Mothers were their main beneficiaries. SRLSF’s associate and network partnerships To better improve the operational effectiveness and to strengthen the existing programs and projects to sustain the developmental process of the SRLSF, it collaborated with local agencies, 16 riverbank barangays, the city government, national government agencies, academic institutions and private organizations.
It has also linkages and networking with national and international organizations like: Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management, Philippine Association of Extension Program Implementors, Inc. , Environmental Education Network of the Philippines, Local Governance Training and Research Institutions Philippine Network, Local Government Academy and others.
These institutions, agencies and organizations contributed a lot in attaining the vision of the foundation to head the clarion call of environmental protection and sustainable development and they also are the supporter and leader in the community who genuinely participate in building peaceful, clean and green environment. SRLSF Achievements and Credits In their quest to protect, preserve and conserve CdeO’s major river and the environment as a whole the SRLSF was given credits and received awards for their unsolicited efforts.
In September 2005 the foundation was awarded as the Most Outstanding Socio-Civic and Economic Leader of the Philippines during the Press Media Affair. It has also received certificates like Certificate of Membership from the Local Government Academy Training Center last September 2006 and also Certificate of Completion from International Urban Training Center in its Strategic Approaches to Sustainable Organization Course for City Leaders, Managers in Asia and the Pacific last
