Ethics is a set of moral principles that govern a person’s behavior or the conducting of an activity. So what does ethical conduct actually imply? When one acts in ways which are consistent with our beliefs (whether secular or derived from a moral authority) we characterize that as acting ethically. When one’s actions are not congruent with our values – our sense of right, good and just – we will view that as acting unethically. Defining what is ethical is not an individual exercise however. If it were then one could have argued that what Hitler or Osama Bin Laden did was ethical since their actions conformed to their definition of right, fair and good. The ethics of our decisions and actions is defined socially, not individually. This article is going to be an account of my personal experiences in Bihar on the ethical conduct of their residents and in particular their leaders. I am born and brought up in Bihar and have a very comparatively better understanding of the people over here than the people outside Bihar.
And I must say that there is a slight wrong impression of the people of Bihar on the people of other parts of India. My opinions may vary from other people but here is an account of my understanding of the people of Bihar and their ethical conduct in the state. While some of the aspects of ethical conduct in Bihar is too encouraging but some needs greater attention and reform. To start let’s talk about the office timings of the officials in government offices. There are a very few instances where the government officials adhere to the official timings. They are usually late in the morning and leave the office earlier than the official timings. This unethical behavior leads to a heavy loss of the public welfare and public service. These government offices are meant to serve the public and if they are not performing their duty as required then it accounts for an unethical conduct on their part. I would like cite few examples here from my personal experience. When I was in the process of procuring the Driving License from the District Transport Office, I was asked to collect the Driving License on a certain date. But when I went to the office on that day to receive my Driving License within the office timings I found that the officials left early from the office resulting in failure of my receipt.

When I went again on the next day I was told that it was not ready yet and I was required to come again after two or three days to receive the same. Then I was trolled again and again by the officials and it took me more than a week to receive the license. This incident did not just happen to me but was evident to many other applicants too. So this asserts that it was a prevalent practice in the office which is highly unethical. Another case of unethical practice that I found was corruption. There were several agents around the office claiming that they can get you the Driving License without the driving test and much hassle provided that you pay an extra charge than the prescribed one. The fact that such agents are blossoming under the umbrella of a government office suggests that the government officials practice unethical conduct of receiving bribe. Just imagine of the consequence when a driver who procures a Driving License through such channel and not an dexterous driver meets an accident. This puts his life as well as others lives too in danger. So unethical practices may lead to a very serious consequences which we do not even think about otherwise. This is a failure in the delivery of their duty. It is their responsibility to perform and deliver what is required from them. Escaping off from their duty or non-compliance cannot be considered ethical at all. There is still lack of electricity supply in several parts of the state despite several promises. The leaders and the concerned officials responsible for the situation do not take appropriate action in this direction. Ethically they should act towards redressing this issue and not procrastinate it since it is a matter of great concern and cause much distress and problem as electricity is now indispensable. And it is not only about electricity but whole lot other things such as proper law and order, good governance, education, employment, etc where these leaders need to act ethically and perform their duty as promised to the public. Because that is why they are elected and made people’s representative. One more example that comes to my mind is the recruitment of government school teachers on a contract basis. There are thousands of such teachers who are recruited on the contract basis. These teachers provide full services like any other regular teacher but due to the contractual nature of recruitment they are highly underpaid.
And they are also devoid of any preferences or facilities provided by the government to their regular colleagues like TA, DA, medical insurance, bonus, etc. Also their future is highly insecure as they can be terminated from the service any moment as per the provision in the contract. This would be highly injustice to such people who have given so many years to the job. Now the unethical part here is that the several leaders have promised to redress this issue and give these people their right of being regular teacher through various platforms. But no appropriate action has been taken in the direction of this issue and the victimized contractual teachers are craving for justice yet. If there is no difference in the services of a regular teacher and the contractual teacher then why is there a discrimination in their rights. This is one of the critical issue that the concerned leaders and bureaucrats need to go about ethically and redress the issue. But having said that the scenario is not the same in every department or offices. The situation is not as grim as it appears from the outside. There are people and many departments where people work absolutely ethically, with all the right intent.

I have witnessed a shift in working culture in the recent few years in a positive way. The professional accountability has gone high, bureaucrats have become more responsible, leaders also working towards the public welfare in the ethical manner. Things have not become entirely merry but there is sign of improvement and positive intent. Recent years have seen a speedy process of files. Earlier the official files used to get stuck at various levels and a bribe was demanded to process the file to the next level. This unethical practice was very prevalent and this used to cause a lot of delay in the official works. Be it the permission to start a construction or the registration of home or any other thing, it kept stuck till you bribe the concerned official. It was this attitude that the private investors turn their back to the state which caused a great deal of loss for the growth and development of the state. Other states who had a better work culture and hassle free and corruption free official work environment were successful in luring the businessmen to invest and saw a substantial growth which helped them to develop and create plenty of employment opportunities for the people of their state.
Prime such examples are Gujarat and Maharashtra. But the leaders have sooner or later realized this deficiency and are intended to work towards it so that they can bring the growth of the state back on track. So they are pushing for the ethical conduct in the every working sphere. This would send a strong signal to the business houses and corporate world that Bihar could be a good destination to make investment plans. I think a lot depends on the type of government in place. If the government is committed to good governance then a lot of impact is there on the bureaucrats and the lower clerical staffs. If proper check mechanism is put into place then the ethical conduct could be pursued and achieved. I do not say that 100% corruption free state is possible but a step towards the same can be achieved through ethical practices only. And I can see a wave of change in the approach in the past few years with the changed government. Things have changed in a positive way. Latest example of a positive intent is the ‘Swachh Bharat Abhiyaan’. Ethically people should not spread garbage anywhere whether it’s a public place or their locality or their own home.

It’s everybody’s responsibility to keep their surrounding clean and dispose of the waste properly. But this was not the case. Even though people know these simple basic things but they fail to follow them in their life. But ‘Swachh Bharat Abhiyaan’ campaign has turned out into a movement and now people has now realized their duty. It is now quite evident these days that people are keeping their surroundings clean and refrain from littering wastes. Some leaders have also taken it to the roads to spread more awareness and impact could be seen. People now realize that they should keep the environment clean. To conclude I must say that Bihar has still a lot work of to do with regards to their ethical conduct but Biharis have come a long way from what used to be a very ugly scenario and I don’t see any reason why we can’t improve it any further. I have witnessed a shift in behavior through the past two decade and hope for a conducive environment for everyone with better ethical standard.
