Political leaders and Governments always tend to increase their power as is seen throughout the history. So in my opinion it may be necessary in some situations for political leaders to withhold information from the public. A very important factor is the judgement that which situation requires such withhold of information. It is never desirable that the information is witholded by the political leaders from the public. Firstly we look at the point that it may be necessary not to give information to the public. As an example we look at a recent defence deals scandal in India, in this scandal a company tehelka.

The deals were made by a fake name of a defence company created and huge amounts of bribes were offered to make the deal. All the conversation was video taped. When the trial by a commission appointed was carried out the video tapes were not made available for the public to see due to the intervention from the government.
In this case we can see that the goverment tried to withhold the information from the public but the purpose is to prevent its image from being damaged. The actual purpose of not revealing the information can never be judged to be benevolent and is rarely in the interest of the people. There can never be a decision of not revealing information to public due to public interest, about which no scepticism can be raised. As the goverment is an organisation that should work for its people. Therefore there can not be any hiding of information by govermnent desirable. The people elect the governments, as is the case with most of the countries currently.

These people have a right to get all the information correctly from the government elected by them. There should be transperancy in the elected government which is best exhibited by giving its citizens all the information about policies, expenditures, revenues, any emergency situations, calamities, conspiracies etc. , without hiding. In conclusion i would like to say that it is never desirable to conceal information by the goverment from its citizens.
Also in some cases it may be that concealing of facts or information can help prevent some untoward happenings but the judgement on these situations can never be thoroughly trusted.
