The issues before the General Assembly First Committee are: Women, Disarmament, Non-Proliferation and Arms Control; Regulating Information and Telecommunication Technology in the Context of Security; Combating the illicit trade in Small Arms and Light Weapons in All its Aspects. The Belarus delegation would like to convey its gratitude being elected as a member of the General Assembly First Committee.
I. Women, Disarmament, Non-Proliferation and Arms Control
As a member of the United Nations, Belarus has already affirmed its compliance with the inclusion of women in disarmament efforts. In addition the Republic of Belarus has repeatedly expressed its commitment to support non-proliferation, arms limitation and disarmament agreements. The clearest, not the only, practical step was our voluntary rejection of nuclear weapons and destruction of a large number of artillery pieces and military technical equipment since 1990.
The Republic of Belarus recognizes that the role of women in disarmament, non-proliferation and arms control should be further developed as required on the resolution A/RES/67/48. Belarus shall request to pay attention at the importance of strengthening the existing multilateral instruments through the universal ratification of the four point plan Non-Proliferation Treaty (NPT), Comprehensive Nuclear-Test-Ban Treaty (CTBT), Convention on the Physical Protection of Nuclear Material (CCPNM) and the Hague Code of Conduct against Ballistic Missile Proliferation (HCOC).

In addition, as a Member State of the United Nations, Belarus declares the intention to pursue a women participation in this programme, being sure that they may give an important contribute to military issues.
For these reasons Belarus (as the Women’s and International League For Peace and Freedom, WILPF) supports the need to strengthen the language in the resolution (A/RES/65/69) regarding Women, Disarmament, Non-Proliferation and Arms Control, in order to make the text more comprehensive, specific, and action oriented. Additionally, in order to increase international disarmament and arms control initiatives that involve women in peace processes and decision-making, we suggest the General Secretary to apply his action plane (A/49/587) regarding the Improvement of the Status of Women in the Secretariat. Furthermore we propose to create, in cooperation with other States Members, a found to strengthen an international advertising campaign aimed at fostering studies related to the effect of arms conflict against women and to the rule of women in the context of peace and security.
II. Regulating Information and Telecommunication Technology in the Context of Security
As a founding member of the United Nations, The Republic of Belarus is seriously engaged in the developments in the field of information and communication in the context of security, as laid down in the Resolution A/RES/56/19 regarding the Developments in the field of information and telecommunications in the context of international security. In addition, On June 2001 an agreement on cooperation of CIS countries to combat crimes in the sphere of computer information was signed in Minks, Belarus. Even in 2004 High tech crimes unit at the Interior Ministry of Republic of Belarus together with National High Tech Crimes Unit of Great Britain held a joint operation “Fire wall” positively ended with a several number of arrests of international criminal group members.
The Republic of Belarus is in agreement with the Russian Federation, that was the first country in the Commonwealth Of Independent States (CIS) to change its criminal laws and to introduce norms including the penal liability for computer crimes. As a proof, Belarus is highly engaged to maintain radio electronic security of police units, to combat unpremeditated radio interference, to reveal and neutralize special technical devices designed.

The Republic of Belarus emphasizes the significance of combating computer crimes. The pursued objectives are to collaborate in combating cybercrime at regional and international levels because these methods already allowed to achieve significant results. In order for these efforts to be proficient, we believe that is necessary to create a cooperation in the field of researches and to develop partnership relations with all other interested parties. In addition, we believe that the same cooperation should be provided on modernization theory and contemporary debates about Information and Communication technology (ICT) for development in backwardness contexts.
III. Combating the Illicit Trade in Small Arms and Light Weapons in All its Aspects
The Republic of Belarus has always been extremely engaged in solving the problems regarding the illicit trade in arms since the dissolution of the Soviet Union. As well known from the Resolution (A/RES/54/54 V) regarding the Illicit Trade in Small Arms and Light Weapons (SALW), Belarus was one of the States to consider the implementation of the Programme of Action through submitting national reports that summarized actions taken by each State as laid down in the Report A/CONF.192/BMS/2008/3.
In addition with other States, The Republic of Belarus already attempted to emphasize the need of enhancing the cooperation between customs, border control and police authorities within and among States. Although it is impossible to determine the exact number of SALW, all Members States need to prioritize arms control measures, and to pave the way for cooperation in intelligence sharing, investigation, arrest, and prosecution that may exceed ordinary national jurisdictions as laid down in the first major commitment UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (POA).
As a member of the United Nations, the Republic of Belarus considers necessary the strengthening of the mechanism of the Programme of Action. In addition, Belarus reaffirmed its commitment to that Programme and agreed with the Report A/74/173 of the General Secretary regarding the Assistance to States for Curbing the illicit traffic in small arms and light weapons and collecting them. Belarus, in addition, encourages disarmament and the reintegration into civilian life of ex-combatants and the promotion of a dialogue and a culture of peace by encouraging education and both public and social awareness programs (followed by a monitoring system) on the problems of the illicit trade in SALW.
