Scenario Evaluation Plan
When an organization is trying to create new programs or reorganize old programs an evaluation plan will be needed. Evaluation plans are something that should be done on a yearly basis to ensure quality services. It will be easier for staff to develop an evaluation plan if they have a clear vision of the services they want to provide. An evaluation plan will serve as a guide for the program staff to follow and will also show the stakeholder what is being evaluated. For the Continental senior center I would use the empowerment evaluation plan as well as other plans. The empowerment is important to use because it will help the staff make decisions about themselves and the program. It will help the look at the purpose of the program and try to understand what types of evaluation plans are available to the program. “The purpose of the empowerment evaluation is to assist program staff in conducting a self-assessment of their program and services and to use the evaluation results for program empowerment” (Yuen & Terao, Pg. 47.)
I like this plan because it involves the staff in the evaluation process. This gives them an advantage because they know the organization, the program, and the clients. Using the staff to conduct the evaluation will help cut down on costs which will be very helpful. This evaluation plan helps the staff to see what type of services they plan to provide and if they are meeting their goals. “The process of developing the evaluation plans forces program staff to take a close look at the program services they intend to provide. As program staff design the plan, they must strategically lay out the community needs, activities to address the needs, target population to be served, and the desired outcome of the services provided” (Yuen & Terao, Pg. 47).

I think this evaluation plan would empower the staff and have friendlier better case management services and their computer assistance. Staff should keep in mind that they may not have as much knowledge about designing program evaluations. They should weigh their options about hiring someone else until they feel comfortable conducting an evaluation.
This may also take the staff away from other responsibilities. These are things the organization should keep in mind. I would also recommend using the objective-oriented evaluation plan. There is nothing wrong with the project-wide evaluation plan, I feel that it is just not detailed enough. The project-wide evaluation looks at the broad objectives of a program. The objective-oriented evaluation plan focus on one or two areas of a program. It is a more detailed process that focuses on “accomplishments or process evaluation and benefits to the recipients of service or outcome evaluation” (Yuen & Terao, Pg. 51).
During this process it will give the program staff an opportunity to revise the services being provided and determine whether or not they need to be changed. “The proposal should already have information describing the needs, the services that are being proposed to address the needs, and the accomplishments and desired results anticipated as a result of the services provided” (Yuen & Terao, Pg. 53).
When developing an evaluation plan a needs, activity or service, and beneficiary description should be included as well. The needs description is self-explanatory, but in the activity or service section it should state the who, what, where, when, and how. “The number of beneficiaries and the characteristics of the beneficiaries should be discusses…The type of characteristics can determine the challenges program staff will face when providing services” (Yuen & Terao, Pg. 54).

I think these types of evaluation plans will help the senior center to reorganize their programs and help the center stay involved in the community. Their main focus is the elders in the community and with all the new homes coming in they are losing their elders to younger families.
The center is in a low-income area and I think this evaluation plan will help get more assistance for the seniors in the community, so they are able to stay there. It will help reorganize the programs to better assist with taxes, health, housing, and health concerns. The measurement tools I would use would just be documentation of the elders in the community that use the services and how often they use them. The forms that will be used for the evaluation are tally forms and attendance sheets. These will help the staff stay organized and they are simple to use. It is very important to keep track of how many seniors use the services provided for funding purposes.
