The candidate as well as parent responsibilities and their rights are communicated to key stakeholders and the community of the local school district through their collaboration in order to make this message heard. In this kind of situation, candidate and parent would work together with an organization that is heading their association in a community of a local school district. This organization would be the one responsible in informing the key stakeholders and the community of the rights and responsibilities of candidate and parents.
There are also times when an effective association or organization is not established. As such, people would work together in groups to communicate with the key stakeholders and community. This kind of process has its advantages and disadvantages. It is effective in a sense that they could be able to work together towards informing the key stakeholders and the community regarding their rights and responsibilities.
However, sometimes this message does not get across easily because sometimes stakeholders does not pay much attention in this kind of communities. Being the case, it would be more efficient if stakeholders and the community as well as the organization of these candidate and parent would agree to collaborate with each other and established open communication among them (Burke et al. , 2001).

The political system is important in the development of education policy because it is the way by which an education institution operates as well as a guide on how the people involved in it would decide and act. The political system affects the policy development and implementation in a local district through the decisions made by the officials who are in power. If those people would work efficiently within the system and would make it a priority to address its loopholes, then, they would be able to make an effective policy development for the local school district.
However, if they would do otherwise then nothing substantial would really happen. In order to improve the political system in a local district, changes has to be made and this include having clear vision and mission in the ode of operation of the political system. The people involved should understand the organization very well and they should have leaders that would greatly embody the ideals and aspiration of the organization. Moreover, consensus building is also essential in order to get the participation of all people concern (Hanninen, 2000).
