(d) Many states have outlawed discrimination in the workplace against homosexuals. e) The Employment Non-Discrimination Act (ENDA) has been proposed several times since 1996, failing each time under the Republican-controlled Congress despite broad bipartisan support. Its chances in the new Democratic Congress are perhaps better than they have ever been in the past. (f) Making changes in national corporate policy may do little good for lesbian and gay employees who work for local or regional corporations in socially conservative states, and there is no indication that public opinion for workplace discrimination is likely to backlash against the ENDA.
