The benefits of range over various aspects from economy to culture, policy to diary life, ecology to energy, etc. That is to say government should be responsible for paying tertiary education because it is a basic element for the society.

For example, the government or universities could use the funds to set up a scholarship mechanism to encourage gifted students. Also, application and examine model can be implemented to ensure the money is going to where it is needed. In brief, government funding comes from public taxes, it cannot be abused.
