The role of the Department of Homeland Security should be redefined, and more efforts should be done to develop a better, comprehensive approach to prevent terrorism within the United States, to minimize the damage from terrorist attacks, and to reduce the countrys vulnerability to terrorism. Terrorism attacks of September 11 made the U.S. nation think about homeland security. The nation had to acknowledge the fact that homeland security should not be limited to the nations borders. More effective actions should be taken to ensure that the systems and properties connecting the country with the rest of the world will not be used by terrorists. The Department of Homeland Security should develop new approaches to become very active internationally and to assign personnel to act on a temporary or permanent basis in the countries constituting potential threat to the United States.
Also, the role of the Department of Homeland Security should differ from the role that military has always played in domestic issues. The Department could, probably place more emphasis on immigration and customs enforcements, at the same time developing more effective strategies to ensure better U.S. border protection. Finally, the Department of Homeland Security should work with both new friends and traditional allies to fight terrorism through local and global organizations, including UN, ICAO, IMO, OAC, WHO and other specialized international organizations to increase international cooperation and to develop new bilateral and multilateral mechanisms thus successfully coping with its goals and objectives.
