The War on Poverty
The War on Poverty in the United States of America has been an unsuccessful, unbalanced, and unstable which caused many Americans to suffer in many ways. State and government agencies as well as private agencies have attempted to provide multiple programs to support those in needs; unfortunately, only a few programs succeeded which stood out like a rising star. However, although certain agencies are funded by tax payers and anti-poverty programs, the War on Poverty have been a battle for the U.S. since 1965. There is no one size fits all definition of poverty, but if the U.S. loses the battle, the U.S. can overcome the war by pushing forward with positive actions.
According to the United Nations’ Human Development Report 1996, the average per capita income of the poorest one-fifth of Americans was $ 5,814 in 1993. Moreover, the poverty guidelines established by the U.S. Department of family of four was at $ 16,450 in 1998. An American in the bottom 20 percent may seem quite well-off; however, by U.S. standards, they are not. Although these figure may seem straightforward, experts disagree as to whether they are accurate measurements of poverty (Egandorf 12.) Most Americans may define poverty as overestimated, but many other Americans may feel that poverty is underestimated. The question many American should ask is: Is poverty a serious problem?
Poverty in the United States of America deals with millions of children, disable and elderly people. In the fight to help benefit these particular people, the government provides children and the elderly greatly from safety net programs. However, according to Bob Herbert (a syndicated columnist) the welfare bill signed by President Bill Clinton in August in 1996 would cut many benefits provided by these programs, which will increase poverty. However, rich politicians’ believes that Clinton’s anti-poverty programs do not work. Politicians also agree that instead of helping the poor’s already meager benefits, destroying these programs would increase poverty. So they decided to cut the benefits and called it “reform.”

Amazingly, after Clinton’s new bill, “Based on analysis of recently released Census Bureau data, this paper show that federal and state antipoverty programs have lifted millions of children and disabled and elderly people out of poverty” (Egandorf 18.) Poverty during “The Clinton Era” did in fact help a lot of people, but in reality, everything good always come to an end.
Some unsuccessful programs of the War on Poverty are: Model Cities, negative income tax (especially during the attempts by Nixon and Carter administrations), assets development, housing programs for the poor, near poor, and the homeless, No Child Left Behind, Just Say No to Drugs, the Peace Corps, VISTA, and AmeriCorps have been largely ineffective (Epstein 2.) However, although these programs failed to conquer poverty, the only hope to survive is social reform to overcome these technical programs. In other words, whether these social reforms programs or enacted or not, being a “good citizens” is the substantial response needed to help with the war. It is clear from the evidence, such as it is, that the War on Poverty was largely unsuccessful (Epstein 19.)

Although some programs worsen and tend to become a shadow cast in the far, other programs actually provide the help necessary for the poor. For example, Office of Economic Opportunity (OEO) is a program that reduces poverty and achieves other important goals; moreover, there are several other successful programs that OEO oversees. One program is the Community Action Program (CAP) which is OEO’s lead warrior; its initial task was to develop a constituency of the poor themselves and perhaps also minority group members, whether poor or not, to pursue systemic changes in states and localities (Epstein 56.)
Another program is Job Corps. Job Corps is OEO number one most successful program and probably the most expensive of the policy funded manpower training program (Epstein 80.) Job Corp was to improve labor markets and social outcomes- notably higher wages, lower delinquency rates, a improved educational attainment for “Social and economically disadvantaged out-of –school youth between fourteen and twenty-one years of age, and with a few exception, through residential training programs. In addition, Job Corps provided customarily remedial education, high school equivalency classes, and vocational training. Its main goal was to house these kids for six months to isolate the youth away from temptation of the streets. Job Corps was successful enough for the U.S. Congress to support and keep Job Corps alive.
Poverty is an awful feeling that a person must deal with. Imagine coming home to an infected house with cockroaches and mice the size of baseballs. Dinner is probably the only time the whole family sits down together only to stare at scraps; because mother and father barley makes enough money to put cloths on their child’s back. Nights are sleepless because the fumes from roach spray or rat poison lingers in the air, causing lack of oxygen for the lungs. In addition, lack of nutrients and an unbalance of proteins are major health problems. Sooner or later, diseases and bacteria creep in a human body causing the body to weaken, resorting to a slow and painful deaf.

Every year a president may attempt to fight a war on poverty; but like a new pair of shoes, once it gets worn out, it goes into the trash and is forgotten. However, if we followed the advice given by the so call “poverty solvers” why would a person live in such harsh environment, rather than help fight the battle as well.
