I. Introduction
I.1. Background of the Study
The AMA Computer Learning Center was established in 1986 as an extension center of AMA Computer College. It was organized to provide educational opportunities for Filipinos who are not financially capable to enroll in a four- year degree program. ACLC began as a school specifically offering short courses, but it started offering associate and bachelor degrees as of late. Part of the AMA Education System, the pioneer of computer education in the Philippines, ACLC also extends AMA’s vision of promoting educational excellence through information technology. AMAES started when its founder, Dr. Amable R. Aguiluz V, saw a vision of the Philippines as the world’s premier source of IT manpower in Asia. It started as the Institute of Computer Studies, and comprised of 13 computers for 13 students in a rented tenement in Mandaluyong in 1980.
A year later, positive response from computer enthusiasts encouraged the institute to offer a four- year course in Computer Science- the first time it was offered in the Philippines. The school was renamed as AMA Computer College. In 1983, AMA grew into a network of colleges in Metro Manila, and in 1989, a Cebu campus was also established. As it grows in leaps and bounds, ACLC and the rest of the schools under the AMA Education System remains committed to its unending vision to become the leader and dominant provider of relevant and globally-recognized education and training in information and communications technology. A voting system enforces rules to ensure valid voting, and how votes are counted and aggregated to yield a final result. Common voting systems are majority rule, proportional representation or plurality voting with a number of variations and methods such as first-past-the-post or preferential voting. The study of formally defined voting systems is called social choice theory or voting theory, a subfield of political science, economics, or mathematics. Electronic voting, otherwise known as e-voting, has become increasingly popular in our technology-driven world. The different forms of e-voting range from the use of punch cards, optical scan systems, and direct-recording electronic (DRE) voting systems. Nowadays, technology arises to solve a problem with technical solution. All of the transactions and processes are done in computerized way due to the new technological processes that was use. People utilized standardized transactions because of its fast, handy way process, hassle-free and easy.
Today, manual process was still used but as of modernization for voting procedures is deal with. In promoting hassle-free and automated voting procedure a system must be projected. The increase demands of the users and because of improvement the process of voting should automated. To realize the objectives of organization in terms of organized voting, the Voting Election System with Barcode was proposed. In this kind of manual voting process the constrain, were the counting of votes and after elections, the declaration of votes takes a long period of time, because numerous votes are in-line for counting process.
Another constrain also, the voters doesn’t fill up ballots completely, this scenario will lead to vote counting inaccuracy thus manual process of voting is not efficient procedure; it really needs to be developed into an computerized process. Since AMA Computer is the first and largest ICT University in Asia, and also ACLC as member of AMA Computer at least they should be the one who was excelling in technology, so, the researchers came up with the study to develop the Voting Election System with Barcode for ACLC. The system can help and benefit the organization to solve the problems encountered in using manual voting process. Voting system must implement to have an organized and faster election system and to avoid unnecessary materials.

1.2 Objective of the Study
The goal of this study is to have developed a system that will automate the voting election of the school.
The objective of voting election is:
To create a system that can count the vote easily.
To develop a system that can facilitate early proclamation of the winners.
To lessen time consuming.
To design a system that can lessen tension and exhaustion on the part of the committee members that may result of errors in the counting.
To have a reliable system.

1.4 Significance of the Study
It is important to the school to have their own voting system in order for them to process faster, more efficient and accurate services.
The following will be benefited by the proposed system.
The old student council that handle the election. It will be more easily for them to manage the election every year. It less time consuming for them.
The Candidates. This system will secure their corresponding votes. And for the declaration of the result.
The Students. The system will be easier, faster to used and hassle-free for them.
The Management. It will be easier for them to handle everything, to plan the election and the process of this election.
