The use of excessive force when dealing with an offender is unacceptable in the police force and cannot be condoned in anyway. However, it could be very tempting especially when dealing with rebellious offenders. “One question that needs to be addressed is what type of person commits police brutality and why does it happen. One theory on police brutality is that it is done by a few rogue cops or bad apples” (Mangan).
It is only under one condition that the use of excessive force should be encouraged; that is when the offender attempts to attack the police officer with dangerous objects. Policemen are meant to be defenders of a community, but also at the same time correcting wrong doers through punishments and not excessively inflicting harms on them.
Also, a policeman needs to be punished for abuse of power. Abuse of power by members of the police department is rampant in the developing country where they are being paid meager salary. They tend to abuse power also due to the fact that some of these nations do not have a proper functioning judiciary system and most offenders or people from the general public are denied their rights. “In a narrower and, perhaps, seemingly less important branch of these powers, however, the rights of the people are constantly made the subject of outrage, and little attention is paid to it by the reformers. The press of the country contains daily records of the abuse of authority by police officers” (Cooper, 1890).

WHAT SHOUD I DO AS THE NEW PARTNER OF GEORGE MILLER?
There are certain factors that should be put into consideration before taking any action against George Miller. These factors will definitely influence any decision to be taken, knowing quite well that we are all human beings who have the propensity to err. These factors are as follows;
The fact that he is a friend of mine should have a major influence on my actions. I should also consider the fact that he has been in the police department service for about 20 years, therefore leaving with a bad name will be detrimental to his life long career. Finally, the fact that he will lose his job should also influence my decisions.
Notwithstanding, as a police officer, my job is to try to come out as clean as possible irrespective of whoever is involved. Therefore in order not to act too hastily, being a friend of mine, I should be able talk to George Miller about his excessive use of force on offenders and also his abuse of power. I should be able to tell him how great his achievement is and how his dirty dealings could soil his good name forever. I should make George Miller see reasons why he needs to control his emotions so as to preserve his good name. I should also warn him that any repeat of such incident shall be reported to the higher authorities. This should be considered the first step to be taken.

If I notice however that George Miller does not change I should talk to any of his close relative or allies about the issue. I should have a private discussion with his wife or his parents; relations known to be very close to him. People he reveals his secrets to. The discussion should definitely focus on how the relatives can make him change his attitude. As a friend of George Miller I should not bother about his wrath if he finds out I told his relatives.
If all my efforts put into covering up for Miller during the process of working on his change fail, then I should not hesitate to report to our immediate superior officer, who will speak to him or take any other necessary steps to prevent the image of the police department. “Clearly all police departments have a culture. REASON FOR TAKING SUCH MEASURES
The reason why I would be slow to reporting is because I believe that we all have our lapses as human beings. Lapses that we all need to work on, however, after taking all necessary actions that should change his act; I should not hesitate to damage his career because I have to protect the interest of the general public. This is my primary cause. I shall take the final action because I would not want vulnerable offenders to be unjustly treated. Police officers are meant to punish offenders; however they must respect their rights too.
Secondly, since I am not ready to be implicated for the offence of another fellow police officer I should not hesitate to reveal George Miller, especially after he refuses to change. It is dangerous when you are a partner of a bad cop, because if I am not careful, his actions might implicate me. If anything goes wrong, our superior officer expects us to both take the responsibility for it, which is why we are a team. As a team we are meant to win and lose together.
