Due to that fact, there is a great need for effective communication among staff to which we are lacking. The National Office, Regional Office and Corps Management are constantly striving to improve decision effectiveness. There are several different techniques being used at the Corps to assist managers in planning for and making decisions about complex situations. The Texas Conservation Corps is a fairly new Corps. The Corps was built from the ground up approximately five years ago. The majority of the staff has less than 3 years of Corps experience.
All new Corps experience growing pains and the Texas Conservation Corps has been no different. The Corps is a twenty-four hour operation that has seven hundred students that attend classes and live on Campus. There is approximate 280 staff on Campus which includes but not limited to Instructors, Counselors, Security, Maintenance, Medical Staff, Gym Staff, Residential Life Staff, Security, and Mental Health Specialists. Due to the fact that managerial staff has always stated about the lack of open lines of communication among peers. The Corps has routinely tried to find solutions to this problem and/or concern. In an effort to improve decision effectiveness, the Corps has turned to modern technology for assistance.

All senior staff members have been assigned cell phones with walkie talkie capability. Actually something so simple has improved managerial decision making in a positive way. It helped to eliminate many issues we faced before. The Corps started off by issuing walkie talkie phones to the maintenance department. This was based on off Corps transportation needs. Next, Senior Staff were equipped with phones to better serve the needs of decision making among senior staff.
In the beginning, the Corps Director was called for everything. Because communication was greatly improved among senior staff, it use was extended to Counselors, Gym Staff and the Property Specialist. There are a variety of techniques being used on Corps to assist managers. The Corps has engaged staff in a variety of training exercises. We have created and stressed a philosophy of Core Values to improved decision making effectiveness. We have also shared in motivational reading session during senior staff meeting where each staff member reads a section. The Corps Director has also given out homework that is devoted to decision to which is shared with peers during other staff meetings.
Also in an effort to improve decision effectiveness, the Director will share her observations of what she views and shortcomings. She will also allow staff to share with everyone their views on what staff needs to do to improve. A variety of techniques have been used on Corps to assist managers with decision effectiveness. The Corps Director and the corporate office have taken steps to improve managerial decision making/line of communication among staff. The managerial staff was involved in an off Corps retreat with a theme of Improving Communication. Because brainstorming is a popular and productive way to generate new ideas and approaches.

Managers have also been involved in brainstorming” sessions. With respect to our Corps, it was hoped that brainstorming would guide us in the direction we should take in the future. The Corps has also involved management staff in what we called focus groups. This can be described as a freewheeling discussion that is lead by a paid consultant/facilitator. The consultant/facilitator is a professional that is an expert at leading staff towards a means to better communication. This type of training or involvement leans towards motivation to work towards a common goal. The Corps has also used open discussion sessions at senior staff meeting. At these types of open discussion meetings, participants should have no fear of criticism. They must feel free to voice any thought or idea, or build upon those that have already been submitted.
This type of discussion also uses a facilitator that usually is the Corps Director or designee. Typically, one person’s idea will trigger another person’s thought process and produce another idea. As the ideas are generated the facilitator can write them down on a flip chart or blackboard, so all those in the room can see the contributions of the group and be energized by them. As it relates to Routine Matters, the Corps has stressed the use of NetWise (e-mail system).
It was a tough sell for some time, but most staff members are utilizing NetWise more and more as time passes. It is probable the most utilized technique to assist managers with routine matters.
The system is a wonderful tool that makes life a lot easier. Prior to the use of e-mail for routine matters, they were often times ignored to become bigger issues. When it comes to Short Term Planning, the technique that is utilized most often is small specialized committees. They are usually selected based on their assignment in relation to the short term plan involved. There are always deadlines involved and all decisions made within the specialized committees are later shared with other staff via memos and/or staff meetings. Supervisor and or managers can share with these responsibilities. But, supervisors can be assigned to this technique without management staff.

The Long Term Planning techniques that are employed on Corps are headed by face to face meetings between senior staff and the Corps Director. The meetings can be in a group or a one on one setting based on the Long Term Plan. The Long Term Planned involved will dictate who is chosen to participate. Supervisor and or managers can share with these responsibilities. Normally, Managers will always be involved in this technique. The next type of technique that is used for Long Term Planning starts out with a senior staff meeting and from there maybe committees and/or sub-committees are formed. If the Long Term Technique starts with Senior Staff and moves to committees and/or sub-committees then they will report back to the entire senior staff with conclusions to their assignment.
Supervisor, Managers and Directors can share with these responsibilities, with Directors, Managers and Supervisors playing a big role in this technique. Complex situations techniques will always involved a face to face meeting headed by the Corps Director. This most normally will be attended by senior staff. Another technique used for Complex situations is face to face meetings that are attended by The Corps Director and top level members of the Corporate Office. In regards to Resolving Disputes and Grievances, the technique used mostly will end up in Human Resource. The Human Resource Manager most likely will have a Face to face meeting with all parties involved. That information will be past on the Corps Director who in turn will share that information with her superiors. A decision on how the situation will be handled will be made at the highest most level and that decision will filter back down to the Human Resource Department.
The techniques used as it relates to Issues Pertaining to Coordination will start out as a group meeting which will be attended by Directors, Manager and Supervisors. Not all Directors, Manager and Supervisors can be involved in a coordination issue. The participation will depend on the issue at hand. Based on the issue, the staff that can be invited to attend the initial meeting will start off as a specialized committee. Their work assignment is the principal factor for being chosen for this technique. The role of the National Office as it relates to Managerial Decision Making is strongly focused in the area of big brother.

The National Office makes policy and gives the regional office guidance as to what they expect in the area of decision making. The role of the Regional Office is to ensure the Corps stay focused and are following approved guidelines set by the National Office. The Regional Office is in direct contact with the Corpss and all information from the Corpss flows from the Corpss to the regional office prior to being funneled to the National Office. Perspectives of Stakeholders are focused in the area of the Corps meeting its goals of providing the best possible service to youth. They are also very interested in the positive community linkages of the Corps. Stakeholders are also very interested in Corpss maintaining a relationship with other youth service providers. The Implications involved with Managerial Decision Making are as follows; when the Corps works to improve decision effectiveness among the managerial staff, it has helped to develop analytical and critical thinking. If nothing is done then communication suffers and the system will not survive.
In conclusion, if the Corps supports Managerial Decision Making and continues to be creative in helping staff with its growth in this area, then it will benefit the Corps, staff and students. With the proper guidance from upper management, decision making under certainty, partial and complete uncertainty will be trouble-free for managers.
