Nicholas 1 divided his government into five sections, in aim to make his system absolutely autocratic. His first section was responsible for all administration and promotions of all important positions in the empire. His second section of law was Responsible for the codification of all of Russia’s laws into a single document. His third section of secret police Responsible for the internal security, gathering information and intelligence about the Empire and the identification and arrest of revolutionaries and the monitoring of all ideas in the Empire. The fourth section was for monitoring what schools and universities were allowed to teach. The fifth section was responsible for investigating possible reforms for the conditions of the serfs aiming to defuse discontent, not necessarily to improve the quality of life for the peasants.
These reforms were solely designed for enabling the tsar more power, which generally made life worse for the people of Russia. Nicholas was known as the absolute autocratic ruler as can be seen by his form of government.
People weren’t too happy with Nicks autocratic way in which his reforms were very much based around. So as an attempt to appeal the masses he tried to change a few things that would maybe make him be respected better by the Russia people. Some of the things he introduced to address the chance of peasant revolt were the reconstruction of currency, he simplified a few laws and passed a Factory Act that specified minimum working conditions for urban workers. He also improved the lives of serfs up to a certain extent as again trying to avoid revolt. He did this by stopping the masters of the serfs selling them off and moving them about and also giving the serfs there chances to buy freedom for themselves.

Then came stage in Nicks life which is known as “The Last 7 Years”. These 7 years were probably 7 of the worst years Nick could of ever had as a leader. To start there were rebellions sweeping Europe which increasing worried Nick as he was a autocratic leader and felt the rebellion could come his way. Another point that worried Nick was that Russia’s 2 biggest conservative allies we currently being leaded by indecisive leaders. Nick described this situation as not counting the 3 countries as 3 and only as 1.5. As the revolt spread one of Russia’s allies fell due to the rebellion. At this point Nick was panicking and asked Queen Victoria for some help but she denied his request. While on top of all of this there were many internal events happening in Russia. Firstly Russia was having a severe cholera epidemic then to make it even worse for the Russians they had had the worst crop harvest they had had in 30 years. Now as the threat of revolt had grew dramatically by this point Nick decided to reduce the amount of foreign propaganda allowed into Russia as an attempt to maybe stop the Russian people being tempted by it. But the revolting wasn’t stopped and 21 men who had been arrested and captured because of revolting were sentenced to death.
But then as an attempt to show how merciful of a Tsar he was but as well as showing the dangers of if people wish to be part of revolting activity he sent in someone to stop the executions last minute. This didn’t turn out they way Nick wished for it to though as the intelligentsia saw this as great mental cruelty to the 21 men. Then it looked the shutdown of universities so the Fourth Section introduced a new leader Shikmatov and the universities became very strict and lost 25% of their placements. Nick thought he started to maybe pick up a little as he helped the 48 revolution, he gave 6 million roubles to help the Austrian regime. But the real downfall of Nick came when the Crimean war started. It completely crushed this illusion that Nick had started to create. The Crimean war was just a complete failure for Russia as they were just completely out beat in their tactics, guns and they provided a very outdated way of supplying there troops meaning that it was just a massive defeat. Nick didn’t get to see the end of the Crimean war as he died of pneumonia in 1855 a year before the end of the war.

Nicholas I was very much a strong and centralising leader. As well there are many points that you can debate within saying what was the most important aspects of his reign. But he took far to long into getting into grips with his country and by the time he did the damage was done and this illusion of a strong and vigorous Russia was not true. At a time of great need Nick didn’t really give his country and real new direction to move in. One of the great problems with Nick was that he only tried to change and improve what existed and he was too scared to try and introduce new things as he had some sort of fear of new ideas as he had a great belief in old values, ways and the old system. Also he chose to take on some much work himself he could not do and complete it adequately. As Russia was a autocracy Nick always tried to fulfil his wishes more than rather trying to of the greatly sized country he ruled leading to a very corrupt and inadequate Russia despite Nicks best efforts which just prevented Russia from developing.
To summarise Nicks reign it was a very backwards based one. Many of the things Nick tried to change and improve with the 5 sections that he introduced by the end of his reign had just got severely worse as the huge population of Russia was continuously increasing at a rapid rate and the fact that he could keep up with the growth of other countries. The main factor in my opinion that just shows how far behind Russia were was the Crimean war as everything they did or used was just so far outdated compared to all there opponents.
