What would you decide and how would you decide it if
A) you are 24 years old, two years out of school, not married
If I am 24 years old, only two years out of school and not married yet, I would choose to bring this problem to the attention of my superiors and hoping that they will make a decision and I’ll be off the hook. Giving the attentions does not mean give all the responsibilities to superiors, and I as a chief environmental engineer still have to make the final decision for this problem but indeed I need their advises to settle the problem.
Instead of lacking of experience and knowledge, I toughly need counsel from the seniority team. Have a wide range of experience and various problems situation would make them more matured while making the decision. For me make a mistake is okay, but hiding them is not really good. It is said that failure is the stepping stone to success. Goof ups at work need not spell doom for you rather, admitting that we went wrong and shows a positive quality about us and take responsibility for our work. Openly discussing trouble shoots in a project opens doors for learning new and better ways of tackling an issue from experienced peers and superiors.

By studying from the problem, cadmium is a metal found in natural deposits as ores containing other elements. The greatest use of cadmium is primarily for metal plating and coating operations, including transportation equipment, machinery and baking enamels, photography, television phosphors. It is also used in nickel-cadmium and solar batteries and in pigments, but cadmium would bring much effect for the human’s health and other living things. Such as Diarrhea, stomach pains and severe vomiting, bone fracture, reproductive failure and possibly even infertility, damage to the central nervous system, damage to the immune system and possibly DNA damage or cancer development. If the cadmium level was taking about 1000 times higher than effluent permit, then surely many living things would be effected and brings the worst affect to the population’s area.
As the man which bears with many things and at the early stage to lives developing, surely everyone in my situation needs a strong source of income. And same goes to me and I would hardly defend my already doing-job as a chief environmental engineer. As the leader at the workplace, I need to build consensus among other workers and colleagues. This decision also affected to the jobs of other workers. So I need the best decision that avoids feelings of negativity, jealousy or ill-will. Do not participate in unproductive or unhealthy discussions because it will make the environment become worst.
b) You are 48 years old, married, with 2 children in college
I would choose delay reporting the data to the state and start a massive search for the source even though I have doubts it will ever be found. It is because I will try to find out how it suddenly happened at this time and start to investigate how it could be happened immediately in certain time. Firstly, I must check back and take the test for several times to confirm the result. As we know, cadmium brings potentially health effects when people are exposed to it at levels above the effluent permit for relatively short periods of time: nausea, vomiting, diarrhea, muscle cramps, salivation, sensory disturbances, liver injury, convulsions, shock and renal failure. For the long-term, cadmium has the potential to cause the following effects from a lifetime exposure at levels above the effluent permit: kidney, liver, bone and blood damage.Major industrial releases of cadmium are due to waste streams and leaching of landfills, and from a variety of operations that involve cadmium or zinc. In particular, cadmium can be released to drinking water from the corrosion of some galvanized plumbing and water main pipe materials.

As the bread winner for the family, and the biggest risk is I am losing the job, so when I want to decide, there is 2 factors need to be considered, firstly, about my family, with the 2 daughter in college and the fact that I am 48 years old, not likely favorable to look for a new job if I was to be fired. Besides that, physical capabilities, taking into consideration at this age, my mental and physical capabilities might lessen a little bit, so it is not at my advantages to find the source of the problem easily but on the other hands, long term of employment and vast array of experiences, I might has the upper hands to figure out the problems and turn the situation favorable to me.In addition, I have lots of commitment to settle which is to pay lots of bills. So I must struggle to settle this problem as soon as possible. About my 2 daughter, they need more money for their studies. Thus, I must be strong to face this great problem until a successful.
As conclusion, I think delay reporting is the best choice for me, as my age and my physical capabilities and mental also is important thing to be considered for looking a new job if I choose to tell the truth and just accept any consequences. If I do that, I might be fired and also would be sue for carelessly doing my work or task because the effect to the consumers would be big as the cadmium is very dangerous and might be death. Me as the chief of the environmental engineer should not make any decision that can give the huge bad impacts to the company and also to the human or living things that effected from the cadmium problem. Because the cadmium could be bad effect to not only for human health but also, to the environment. For example, the Cadmium waste streams from the industries mainly end up in soils. The causes of these waste streams are for instance zinc production, phosphate ore implication and bio industrial manure. Cadmium waste streams may also enter the air through (household) waste combustion and burning of fossil fuels. Because of regulations only little cadmium now enters the water through disposal of waste water from households or industries.

Another important source of cadmium emission is the production of artificial phosphate fertilizers. Part of the cadmium ends up in the soil after the fertilizer is applied on farmland and the rest of the cadmium ends up in surface waters when waste from fertilizer productions is dumped by production companies. Cadmium can be transported over great distances when it is absorbed by sludge. This cadmium-rich sludge can pollute surface waters as well as soils.
Cadmium strongly adsorbs to organic matter in soils. When cadmium is present in soils it can be extremely dangerous, as the uptake through food will increase. Soils that are acidified enhance the cadmium uptake by plants. This is a potential danger to the animals that are dependent upon the plants for survival. Cadmium can accumulate in their bodies, especially when they eat multiple plants. Cows may have large amounts of cadmium in their kidneys due to this.
In aquatic ecosystems cadmium can bio accumulate in mussels, oysters, shrimps, lobsters and fish. The susceptibility to cadmium can vary greatly between aquatic organisms. Salt-water organisms are known to be more resistant to cadmium poisoning than freshwater organisms. Animals eating or drinking cadmium sometimes get high blood-pressures, liver disease and nerve or brain damage.
In a nutshell as an environmental engineer, I have to keep in mind that my decisions and actions affect not only my well-being but the livelihood of the workers as well as the general public. I conclude once more for the final decision, if I am 24 years old, I will bring this to the attention of my superior as the more experience people about this kind of problem so that people around me will not be a victim. If I am 48 years old, I would delay the data to the state and start a massive search for the source, even though I have doubts it will ever be found. It is quite selfish of me but I have to consider the effect of being unemployed especially at my stage. My children would be affected if I lost my job. I need to take a risk to make sure my children still continue their studies in college.

To protect public health the federal government develops recommendations, or guidelines, as well as regulations that can be enforced by law. Generally these are expressed as “not-to-exceed” levels in air, water, soil, or food. Federal agencies that develop regulations for toxic substances include the United States Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the Food and Drug Administration (FDA).
Federal organizations that develop guidelines or recommendations for toxic substances include the Agency for Toxic Substances and Disease Registry (ATSDR) and the National Institute for Occupational Safety and Health (NIOSH).Under EPA regulations, public drinking water supplies cannot exceed 5 parts of cadmium per billion parts of water (5 ppb).
The EPA also limits how much cadmium can be put into lakes, rivers, dumps, and cropland, and does not allow cadmium to be used in pesticides. The FDA limits the amount of cadmium in food colors to 15 parts per million (ppm).
The OSHA limit for the amount of cadmium in workplace air is 5 micrograms per cubic meter.
These levels are based on concentrations that affect animals and are adjusted to protect people. Regulations and recommendations are updated as new information becomes available. Not-to-exceed levels may differ among federal organizations because they assume different durations of exposure (an 8-hour workday or a 24-hour day), or are based on different animal studies, or other factors.
