In Hochiminh city, we completed the project “Thu Thiem tunnel” after 7 years and it was opened for public use on 20/11/2011.After 1 year, on 7/8/2012,the quality of Thu Thiem tunnel has decreased dramatically. In side of the tunnel, it is cracking everywhere. It takes a high risk for all people go through the tunnel everyday .But until now, it is still not repaired.
The other situation we already know is the quality of 1A national highway from Ben Luc district (Long An province) to Binh Chanh district has declined unstoppably .With the long distance (30 km), there are 100 big holes on the surface of the highway. It’s actually dangerous for people’s live. It also results in more and more accidents happening days by days.
Two situations above is just one of emergency signals which is existing in communication problems. Unless we find out some good measures, those situations will become worse and worse.
The next point is the capital of communication of investment in constructing,upgrading and repairing infrastructure is narrow.It is also the reason why we cannot solve the emergency problem like Thu Thiem tunnel or 1A national highway.In our thinking,the most effective way to raise the capital up is proposing higher fees on personal vehicles and cars.
As you know nowadays, our government had invested in many projects to upgrade communication system. For example: In 2012 in Hochiminh city, the project “Sai Gon 2 Bridge” with six lines will takes the capital of more than 1500billions VND or “Thu Thiem 2 Bridge” which connects district No 1 and No 2 with 4 lines and the capital is upper 1200billions VND. From now to 2015, Hanoi will focus on constructing much more highways, bridges for walkers, parking building or public transport to support the citizen’s demand with extremely raising the number of vehicles. The enormous capital can reach to 228.918billions VND.
But we are getting trouble with the limited capital. Some projects were interrupted because of money lack. Other projects were still constructed but our government had to make a hug number of loans from the other countries like Japan, the USA, Germany,etc… to tackle the problem “narrow capital in constructing”. Because of the frozen economy so it’s really hard to afford to handle all of loans. That’s why government needs private investment capital .But the rate of its is still low and cannot support the demand. And the quantity of persons who participate in communication projects is very tiny. Until now, we have not found out any measures to attract the private capital, to make a financial source from the citizen .Actually, almost people don’t believe in the benefits they can get if they invest in this kind of projects.
