2) The management of this investigation, especially given the fact that it has taken years to essentially progress nowhere despite the steady accumulation of evidence, would have to be judged as especially poor. The fact that the father lives out of state and indeed across the country might be a complicating factor to some degree, especially as his military duties almost certainly do not allow him to travel freely, but his cooperation has been presented as complete and ungrudging, which would alleviate much of the added time and complexities involved in managing this investigation. The case study clearly indicates that the father is not abusive, a conclusion explicitly supported by the therapists and psychologists that have worked with the children and observed the father’s relationship with them, yet no move to restore visitation or custodial rights have been made. Likewise, there are official reports of abuse on the part of the mother and stepfather, medical evidence of ongoing sexual abuse and reports of satanic abuse, yet custodial rights have not been revoked for these parents.
All in all, the investigation has turned up an abundance of highly useful and directly relevant information that points to fairly clear conclusions, yet has failed to act on this evidence. This failure to act is leading to continued harm to the children as they are likely being exposed to continuing abuse as the investigation continues. This case study fails to mention if investigations have broadened to include the mother’s children with her new husband, which would help to confirm a pattern of abuse or perhaps suggest other conclusions; if such a broadening has not taken place, this is also an issue of mismanagement.
There are some other issues that have perhaps influenced the level of inaction that has taken place in this case, specific to the facts of the case and not to the level of managerial efficacy that has been brought to bear on the case. The father’s military status and geographical distance from his children and the court system where allegations have been made—and that will ultimately decide the custodial outcome for Calle and Michael–make granting the father full custodial rights an impractical solution. The now-established history of the children living with their mother could also be a contributing factor. There is also possibly a bias in the court system towards granting custody to the mother without an objective view of the facts.

3) After a transitional period in an out-of-home setting, where the father engages in regular extended visits with his children, the best outcome in this case would be the reunification of the father with Calle and Michael. The initial allegations of abuse have gone completely unsubstantiated and have not been reexamined despite the lack of evidence that the investigation turned up, and the supervised visitations between he father and his children appear to go very well, and to be relaxed and happy affairs for all concerned. The only barrier to immediate reunification is the lack of an established parental relationship with both Calle and Michael, as they have not received the standard fatherly attention that would be desired to make a simple custodial switch. This is why the transitional period would be of such benefit, allowing the father and children both the time to get used to each other and an extended basis, building relationships that could be transferred to the father’s home.
During the out-of-home placement situation, visitation from both parents would be supervised, with great care taken that the parents do not visit the children at the same time. Parents would also not be allowed to discuss the other parent with the children, to avoid continuing the contamination of the relationships that has been observed (primarily, the contamination of the father’s relationship by the mother).
Visitation rights for Calle and Michaels’ stepfather would be suspended pending a more full investigation of the potential abuse occurring at his hands and/or in his home. If parents could not regularly meet their scheduled visitation appointments, a reevaluation of these visitations and the possible suspension of continuing visitations would be considered in the best interests of the children.

4) There are many specific issues with the manner in which Child Protective Services has handled this case is in significant need of improvement in many areas. The investigation itself was actually accomplished with a fair degree of efficiency and efficacy, at least at the outset; the father made himself readily available for all necessary tests and other aspects of this investigation, and the initial allegations of molestation that had been leveled against him were fairly quickly seen to be unsubstantiated. The investigation also turned up evidence of potential abuse occurring in the mother’s home, and in fact came across other complaints of neglect and battery that had been filed with CPS against both the mother and stepfather. In this regard, the investigation of the children’s well-being and of allegation of abuse on the part of Child Protective Services was highly effective and not in need of improvement.
At the same time, the investigation has been ongoing for some time, with evidence gathering still proving effective and fruitful yet also largely redundant at this point. Examinations of the children both physically and psychologically have been conducted, visitations have been supervised and even analyzed by counselors and psychologists, and enough information has been compiled to come to a clear analysis and understanding of the patterns of abuse that these children are likely experienced. The investigation continues in the same vein, however, rather than progressing forward, and the same information that has already been established simply become more and more reinforced. Improvement of efficiency and of creating true progress in investigations at CPS is indicated here.
The primary improvement that could be made in CPS’s investigation of this case, however, is simply to act on information in a faster fashion. It would be imprudent to act without collecting full information over a period of time without irrefutable evidence of abuse, but after an abundance of separate facts all point to the same set of possibilities, it is in the best interests of the children to act as quickly as possible to remove them from a potentially abusive situation and restore them to their natural father, with whom certain bonds already exist and who is by all appearances a caring and nurturing towards his children. Establishing action deadlines for specific cases would assist the CPS case workers in making sure that appropriate action is being taken as soon as enough information has been gathered.
