If his first recruitment effort fails, nobody is going to give him credit for being on the job for only six months, and all the circumstances being against him.
People are going to judge his job upon the results he achieved, so at this point, he should do everything to ensure that the results are positive. Right now, nothing too dramatic has happened there still is a good chance of Carl being on time with the trainees orientation. If he hurries up, he can still have all the trainees applications and transcripts on file. He should also first call the clinic and make and appointment for the drug test of 15 people, and then call each of them and tell them the place and the time when the drug test is going to take place.
