Safety
Every year there are numerous accidents in construction happening around the world (Zhang, n.d.).
Safety is a management issue that typically is carried out after project design has been completed.
Accidents
An accident is defined as an undesired event that has carried out its consequences, which produces negative outcomes, ranging from physical harm and/or property damage (Holt, 2006).
Safety in construction is considerably momentous. Lack of safety can result in numerous of accidents causing human suffering, weaken morale and enhance the issue of prosecution and civil claims; hence this will swell expenses and cause adverse publicity.
The Health and Safety Executive (2010/11) announced in the current research findings that construction industry is one of the main contribution to the highest fatality rates in Great Britain, where it accounted for a total of 9 percent. The issue of ill health rates, particularly in industry sectors, is soaring drastically compared to human health and social work activities, and defense (HSE, 2010).
Correspondingly, the hazard of construction industry can be seen in the incident caused by a cradle swinging from the top of The Shard Tower after being hit by a gust wind (Daily Mail Reporter, 2012).

As followed by the incident, ten firefighters were sent to the Shard tower, days before its official ceremony to fix up the problem. The cradle was being elevated in order to prevent it from whirling around. The building maintenance unit has kept the situation under control while working at the highest point on the skyline. (Daily Mail Reporter, 2012).
Thus, it was confirmed that the speed of wind were kept within safe limits and the building was being alerted (Daily Mail Reporter, 2012).
Furthermore, Daily Mail Reporter (2012) proposed that working on a building site on the top of the Shard tower has a number of risks and requires more consistency and effort. The Shard skyscraper was built around 11,000 glass panels, in which the area of the glass façade is 602,779 square feet (Gripper, 2012)
On the other hand, there is coupled with higher demand for workers who perform a variety of jobs at extraordinary heights such as steel erecting to window-cladding, which careful assistance must be undertaken. According to Mirror News, the height of the Shard Tower is 1,015 ft, approximately 309.6 m high (Gripper,2012)
On the contrary, Sarah Hamilton, who works in the Institution of Occupational Safety and Health, commented on the reputation of Mace, a construction company of building the Shard project has an outstanding health and safety track record (Mace, 2010).
She praised the company’s commitment to excellent health and safety in the sense that it becomes a lead example of how a site should be managed in the construction industry.
Additionally, the Annual Statistics Report released by the Health and Safety Executive (2010/11), showed the current research findings stated that there is a gradual decrease on the number of injury and illness over the past 3 years (HSE, 2010) as indicated by total expenditure about workplace injuries and ill health in Great Britain is approximately £14 billion in 2009/10 compared to £15 billion in 2008/09 (HSE, 2010).It marked a significant improvement as a direct result of effective safety management regulations and each individual has strong commitment to safety practices. Therefore, it helps construction companies to improve their efficiency and competence (Zhang, 2010)

safety management System is a key to the survival of the construction industry as a financial management goal and the implementation of safety is the principal of the achievement of organization’s success as analyzed in the case study of Shard Tower below. Hastings (2011) reviewed that the Shard has made a consistency effort in promoting the awareness about safety. The risk management and return on investment relationship, the escalating healthcare cost for recovery treatments and potential lawsuits happen due to the rise in safety awareness (Zhang, 2010)
On the other hand, Robert Crawford, the leader of the cladder team and glass panels and windows fitting, whilst discussing with his team members (Hastings,2011), he intentionally stressed the importance of safety, specifically being cautious of the people who work within your working perimeters, because fatal accidents are unpredictable (Hastings,2011).
By raising safety standards and awareness, the risk of the occurrence of accidents will fundamentally be minimized. While climbing to the top of the building, it is compulsory for workers to wear harnesses strapping them to the structure itself to prevent people from falling off (Hastings,2011).
Through the implementation of safety management system, there are little prospective for accidents to be incurred in the construction of the Shard tower. Pre-invented columns and beams known as steel erectors form the Shard’s skeleton around the spine. (Hastings, 2011).
Despite the risk of steel erectors, the Shard management team has successfully enhanced safety practices on their workers . (Hastings, 2011).The owner’s obligation is to standardize and monitor the entire procedure of the project and to prioritize safety, specifically for the security of the workers. Once the project has been approved, there will undeniably advocate long-term benefits upon the overall safety of the project.

Nowadays, safety culture has made a significant impact on the achievement of organizational structure. It resembles the product of individual and group values, perceptions and behavior patterns of an organization that represents commitments, determination and proficiency (HSE, 2010).
Therefore, it concluded that the ideal of safety culture has dramatically revolutionized over time as Collier stated. (Hastings, 2011).
Failure in managing safety has negative impact on cost, schedule and project quality thus incurring fines and losing working hours (Chan, 2011).
Furthermore, hazardous environment compromises on quality produced. Hence safety management is essential for ensuring real success (Chan, 2011).
Conversely, inappropriate safety practices have a direct impact on financial stability of a project such as heavy fines upon safety offence, loss of working hours due to the consequences of safety incident impacts on the schedule and cost overrun (Chan,2011).
Inadequate safety regulations can also affect the schedule and quality of a project (Chan,2011).
Hence, effective safety approach requires a realistic balance between safety and expenditure (Kourenkov, 2005).

Implementation
A careful report carried out by the Health and Safety Executive into the total cost of workplace illness cost society were estimated to cost £8.5 billion in 2009-10 financial year and workplace injury (including fatalities) was accounted for £5.4 billion (HSE, 2010).
These relate to monetary costs associated with accidents.
Careful safety and control strategies are fundamental in the construction industry. The reason why is they help proceeding the identification of safety issues and minimizing the risk levels associated with financial costs, as well as adequate corrective actions and results assessment. Taking into consideration of the protection for the whole workplace rather than to individuals (Holt, 2006) , firstly, relates to the reliance on personal protective equipment (PPE) as a individual tool for the risk minimisation (Holt, 2006).

Additionally, the Shard Tower is serviced with high three sets of stairways and these are accompanied by high capacity evacuation lifts (ibid).
Safety precautions in advance for unexpected incidents help increasing the overall performance of an organization. Therefore, effective safety implementation is highly recommended in the construction industry
In conclusion, safety issue has to be prioritized and carefully monitored by the management of the company, regarding it as part of the Shard project
