Management consists of using resources already established; whereas leadership involves actively making changes to improve situations rather than using what is already in place (Kowalski, Lasley, Mahoney, 2008, p. ).
Administrators must contain some aspects of both managers and leaders; they must assume the role of managers utilizing resources in the most efficient and effective manner and as leaders, they must ensure the best environment for student learning is established and maintained as well as participate in creating school goals (Kowalski, Lasley, Mahoney, 2008, p. 9).
Classroom management Classroom management is essential to effective leadership. When classes run smoothly, more learning can take place.
When teachers set up a classroom having procedures in place for everything, learning time is maximized because students know what is expected of them in every situation. Teachers must make sure to have these procedures in place prior to the beginning of the school year. Students typically do not respond well to chaos, they add to it. Students push their boundaries with new teachers and if the teacher does not have procedures in place to handle the span of situations the students will take over the classroom leading to a lack of learning.
Leaders inspire their followers to want to follow them, to listen to their directions, and to accomplish what ever tasks the leader assigns. Classroom teachers must create this inspiration in their students for efficient learning to take place. When classroom management is not in place or is not effective, teachers spend all of their time trying to control their class rather than lead or facilitate learning. Leadership is a hierarchy. Students are leaders to their peers, teachers are leaders to their students, and school administrators are leaders to their teachers.
Classroom management is a foundation for creating effective leadership. Teachers who establish and maintain strong and efficient classroom management routines, create an environment in which learning can more readily take place. When this occurs, the teachers feel more in control of the learning, but at the same time allows the students to have more control over their own learning. This is effective leadership inside the classroom, when the teacher can stand to the side and allow students the freedom to explore their own learning. Classroom leadership also transfers outside the classroom as well.

With the introduction of No Child Left Behind (NCLB), teachers are being forced to act not only as subordinates but as leaders among their peers (Green, 2013, p. 3).
They are being drafted to create ideas for changes to improve student success alongside their administrators. If and when school administration provides training or assistance to teachers to assist them in developing better classroom management skills, this too is effective leadership; administrators leading their teachers to be better teachers and classroom teachers leading their students to be better learners.
During in-service training, administrators often lead the discussions or facilitate learning in their teachers, but they are also subtly implementing their own form of classroom management. Effective leadership starts at the top of the hierarchy. Principals and other school administrators may be placed in a leader position, but a key factor to being an effective leader is making the correct choices to improve their schools. (Marzano, Waters, McNulty, 2004, p, 50).
Choices involve the curriculum, school goals, involvement from parents and the community, as well as ensuring a safe environment, the comradeship between the staff and training of their teachers. Further down the chain at the teacher level, choices include instructional methods and classroom management (Marzano, Waters, McNulty, 2004, p, 50).
Now, whether or not correct choices are made that lead to school improvement is left entirely up to those involved, but the bottom line is classroom management is directly involved with effective leadership.
Kowalski, Lasley, and Mahoney(2008) state that “Many states adopted new reform policies requiring educators to play an active leadership role—that is, administrators and teachers were expected to work with local school boards to decide what should be done to meet broad state goal”(p. 9) whereas before reform came to the forefront of education, “Administrators traditionally have been socialized to function as obedient school managers and teachers to function as subordinate classroom managers” (Kowalski, Lasley, Mahoney, 2008, p. 9).

With the new research and studies, academics have determined that school improvement cannot succeed under the old regime ideals; that a new angle must be taken—one in which teachers and administrators both lead the school to higher student achievement (Kowalski, Lasley, Mahoney, 2008, p. 10).
Reform and standards In previous years and decades, school systems ran differently than they do today. Schools were not held to the standards they are currently. As the world has become more and more competitive, the government has implemented more and more regulations on schools; or more precisely on those who work in schools.
Since the implementation of No Child Left Behind, legislation is leaning harder on school administrators which in turn are putting more pressure on teachers to improve student achievement. Every year expectations grow for everyone involved in education, not just classroom teachers and school administrators; however, these two groups seem to be facing the greatest changes in expectations. School administrators have the greatest burden to bear for the consequences for failing to meet standards, but teachers feel the strain as well. When schools fail to meet expectations, the school administrators face disciplinary action (Larson, 2008, p. ).
Now that more emphasis is being placed on higher student achievement, a closer look is being taken at those in charge. Studies are finding out that principals and those in authority positions are not as prepared to handle such stress as they thought. With the implementation of the Interstate School Leader Licensure Consortium (ISLLC), schools of higher learning are utilizing these standards more to assess the knowledge and preparedness of their students prior to graduation, thus improving these future school administrators’ abilities to be effective leaders (Green, 2013, p. 1).
Reform has never been bigger than it currently is in the field of education. American schools are falling behind their global counterparts and government officials want this to end therefore reforms must take place. One way to ensure an effective change in the education system is to put into place an organized structured tool for teacher education facilities as well as schools to utilize to ensure that improvements are made. When lost drivers have a map to follow, they will eventually be able to find their way to their location, but without this map, they could wander around for hours or days before they find someone to offer directions.

School leaders have been lost in what to do to in order to create effective change. Previously school administrators had to wander lost because they did not have the map. With the establishment of the ISLLC standards, they now have a map to assist them to their destination-school improvement. Conclusion School leaders are not islands of isolation any longer, making decisions for the school alone; they now must work with everyone in their schools to meet the school goals. Teachers now have a greater responsibility to not only their classroom, but to the school as a whole as well.
