Background: Human trafficking is the acquisition of people by improper means such as force, fraud or deception, with the aim of exploiting them. Human smuggling has become the modern way of slavery. What was thought to be gone so many decades ago, is forcefully taking a toll in the lives of vulnerable and unsuspecting individuals. It is slowly turning out to be a multi-billion dollar market place where people are being smuggled, bought and enslaved. Human trafficking is by all means very difficult to stop, mainly because many countries do not view it as a serious issue. Forms of human trafficking in the Middle East include domestic servitude and

UN Inovolvement: At the launch of the Report in New York, the Executive Director of UNODC, Antonio Maria Costa said that “many governments are still in denial. There is even neglect when it comes to either reporting on, or prosecuting cases of human trafficking”. He pointed to the fact that while the number of convictions for human trafficking is increasing, two out of every five countries covered by the UNODC Report had not recorded a single conviction. ( UNODC also produces research and issue papers on trafficking in persons and migrant smuggling and engages in both broad and targeted awareness-raising on these issues, notably through the Blue Heart Campaign against Human Trafficking. UNODC’s normative work on promoting the Protocols and capacity-building engages with Member States and working-level practitioners in providing legislative assistance, strategic planning and policy development, technical assistance for strengthened criminal justice responses, and protection and support to victims of trafficking in persons and smuggled migrants. Finally, UNODC initiatives on strengthening partnerships and coordination occur through its participation in inter-agency groups such as ICAT, UN.GIFT and GMG and its management of the UN Trust Fund for Victims of Trafficking in Persons.

The government helped formulate a training program for police, judges, and prosecutors on its counter-trafficking law. Despite these efforts, the government did not show overall progress in punishing trafficking crimes and protecting trafficking victims and continued to lack adequate prevention and protection measures. ) Algeria prohibits all forms of trafficking under Section 5 of its criminal code. In March 2009, the government enacted a comprehensive anti-trafficking statute; prescribed penalties range from three to ten years’ imprisonment, which can be increased to 20 years if certain aggravating circumstances are found. Algeria is a transit country for men and women trafficked from sub-Saharan Africa to Europe for the purposes of commercial sexual exploitation and forced labor. These men and women enter Algeria, voluntarily but illegally, often with the assistance of smugglers. (
Solutions: The international community is beginning to call upon the states of the world to take the problem of human trafficking more seriously. The Middle East is working towards this end, although at a slower pace than some would like. The Middle East is a region rich in culture, language and religion. However, its history of slavery and diverse legal systems has not yet enabled human trafficking to be defined as the international community sees it. In the near future, hopefully Middle Eastern states will be more proactive in stemming human trafficking. Education and creation of awareness is a must to get all vulnerable parties adequately equipped and informed. Having access to both private sector and governmental funding would ease the formation of outreach programs to get people well protected against violence and abuse.
