John Ellis “Jeb” Bush – Governor of Florida
Often referred to as Florida’s “most accessible governor”, our 43rd governor Jeb Bush as also taken on the task of proving the skeptics wrong. Accused by critics of “riding the coattails” of his father and brother, Jeb Bush has begun to come into his own. With a bachelor’s degree in Latin American Affairs from the University of Texas in hand, Governor Bush came to Florida in 1980 with ideas and dreams of big opportunity. A businessman first, Bush helped start what is now one of the largest commercial real estate companies in South Florida – The Codina Group – and the launching board of his political career (Meet the).
Dividing his time between his real estate firm and his political career, Bush served as Florida’s Secretary of Commerce under Governor Bob Martinez. He volunteered his time working with various civic organizations such as the Miami Children Hospital, the United Way of Dade County, and the Dade County Homeless Trust. In 1995, after a failed campaign for governor, Bush founded the Foundation for Florida’s Future, a nonprofit organization designed to influence public policy at the grassroots level as well as co-founding Florida’s first charter school (Meet).
Jeb Bush made his second bid for governor in 1998 with an agenda of improving Florida schools, a solid tax-relief plan, the fight against illegal drugs, tougher gun laws, environmental protection, and reforming the social services system. With promises that “no child will be left behind” in regards to education and a society of safety instead of fear, the support for Bush was strong (Govenor).

The St. Petersburg Times said, “Bush can make a meaningful contribution to the education debate (What).” T. Williard Fair, President and CEO of the Urban League of Miami said, “Jeb Bush has proven himself to be decent, caring, compassionate and committed to the things that are important (What).” It was this kind of support that helped him beat out Buddy McKay by capturing 55% of the vote.
Among Jeb Bush’s accomplishments lies his ability to make good management decisions in regards to policy issues and prove his strong leadership skills in carrying out those decisions. Governor Bush’s top priority has always been education reform. Believing that education starts in the home with parents, he has established the Family Literacy Initiative that encourages parents to read to their children as well as providing educational funding to families with illiteracy issues (Welcome).
Another facet of Bush’s education reform plan has been the A+ Plan for Education. In addition to a 23% increase in funding for grades K-12, the program also increases school accountability and raise school standards (Meet the).
Schools have the responsibility of ensuring that all students are able to read, write and practice basic math. The state grades the schools based on standardized tests taken by the students. The number of schools receiving an “F” has decreased from 78 in 1998-99 to 4 in the 1999-200 school year (Meet).
This plan has garnered support from parents and teachers alike. School accountability allows the parent and teachers to work together towards a common goal – educating children.
Governor Bush’s most controversial policy is his plan to reform the affirmative action laws in the state of Florida. Known as the One Florida Initiative, the objective is to “increase opportunity and diversity while at the same time ending racial and gender quotas in state universities and state-contracted business (Fla).” One goal of the plan is to remove the race and ethnicity factor during university admission considerations. In other words, every potential student gets a fair chance. However, there is opposition to this plan. U.S. Representative Corrine Brown believes that the Bush plan will violate agreements between Florida and the Education Department’s Office for Civil Rights saying, “the plan is am assault minorities.” She went on further to say that the plan would replace, “…existing race preferences in higher education with a ‘good ol’ boy’ system (Key).”

The second part of the One Florida Initiative outlines policy with state contracted business. Under the plan, the automatic rewarding of state contracts to minority owned businesses would be eliminated. This practice is also known as a racial “set-aside” (Fla).
The plan would also help reduce the red tape in the certification process, which may persuade more minority businesses to become certified to do state work. Of course, there is also strong opposition to this. State Senator Daryl Jones, chairman of the Florida Conference of Black State Legislators, believes the initiative will “remove the safety net” of affirmative action that provides a “level playing field” for minorities and women (Key).
Florida Representative Carrie Meek says that there is no way to know what might become of “fragile minority enterprises” under the Bush initiative (Key).
Because affirmative action is such a controversial issue in itself, any plans to reform obvious flaws will face criticism.
Governor Bush has tackled some tough issues since taking office. As a “yellow-dog” Democrat, this author is stunned that she is unable to find any real weaknesses in Jeb. As a parent, the education reform package is a dream come true. As a woman, this author is still undecided on the Florida One Initiative plan, although on paper it looks fair. It is impressive that Governor Bush doesn’t seem to waiver on his decisions; he fights through to the end. Should he run for President? Well, so far he has kept quiet on that subject, possibly out of respect for his brother, the current President. His record of accomplishment has been a good one, successful even. (The fact that Florida is a Republican state can’t hurt either.) Wait and see, we could one day see stickers that say “Jeb for President”!
