Introduction
There are a lot of surveys, studies and scientific research have proved that smoking can damage our health. “Smoking is the inhalation of the smoke of burning tobacco encased in cigarettes, pipes, and cigars.”(Smoking, Gale Encyclopedia of Medicine, 3rd Ed. 2006, http://www.encyclopedia.com/topic/smoking.aspx#2).The ill effect to both active and passive smokers who inhale secondhand cigarettes smoke is the same. They are forced to interact when meet in the public places (Soumya, nd).
Smoking should not be ban because it violates individual rights and reduce the productivity of worker who is smoking .However, banning smoking in public places has brought a lot of advantages to the smokers and non smokers such as having a good health and their financial burden will reduced.
First counter-argument
First and foremost, Smokers do have rights to smoke in public as long as they respect and obey the policies given by the governments, offices and so on. It would be better for smokers to have a smoking break in designated areas, properly put out and dispose it once their done with it. Smoking will not be a big issue as long as smokers smoke far from non-smokers, respect other people health and their concerns (Bradley, 2007).

Second counter-argument
Besides that, for some people, smoking is a good way for them to relax and release stress. Having a few minutes break by smoking might let workers to think more and will have more productivity to perform better or providing a better ideas. If there is a “no smoking policy” in the company, employee will end up sneaking out for a cigarette just like in previous childhood years during schooling session. This will end up having a bad image not because of smoking but because of non-smoking (Bradley,2007).
Transition
The arguments claimed by the opponents stated that banning smoking may violates individual rights and reduce the productivity of workers who is smoking is actually undeniable. However, it is strongly argue that smoking actually is not a good habit. For those smokers, they will not only waste their money but they will also cause them self to suffer in several health problems.
First argument
Banning smoking will not only save smokers from diseases, it will also prevent other innocent non-smokers from getting the diseases too (Dogra, 2011).
Tobacco smoke can cause cancer, strokes and heart disease. Smoking does not just harm the smoker, it also harms people nearby, who breathe in the smoke. Smokers choose to smoke, but people nearby do not choose to smoke passively. People should only be exposed to harm if they understand the risks and choose to accept them. A complete ban on smoking in public is needed to protect people from passive smoking.
Second argument
“Cigarette contains 4,000 types of chemicals out of which 43 are carcinogenic and the carbon monoxide concentration in the smoke is greater than 20,000 ppm which is diluted to 400-500 during inhalation” (Rajkoomar, nd).
Oral cancer will occur for smokers and stains and blackening of gums will also be caused by the cigarettes (Mehta, 2010).
For pregnant women, it is important to know that the growing child in their womb may suffer if they continue smoking. For those smokers who want to live a longer and healthier life, it is better to quitting as soon as possible.
Third argument
Because of smokers, insurance charges have increase and this is not fair to the non-smokers who have to pay more on insurances just them if smoking is ban, the cost of the insurance will be lesser because less people will have disease which mean insurance does not need to pay a lot for those special treatment. In some countries, Government can save their money as well as they provide special programs such as Medicare or Medicaid to cover their medical treatments (Grover, 2010).

In conclusion, People have their rights to smoke as well as Government have the right to ban smoking in public too. Smoking in public is allowed if smokers do obey the policy of the places, smoking away from innocent peoples. Smoking also release stress for some peoples and might provide a good productivity in their job roles. The good thing about banning smoking in public is smokers will not waste their money on purchasing cigarettes as there’s less places for them to smoke, harming others innocent people, prevent cancer and other diseases. Not only that, it is will be a good advantage to the insurance company as the prices might decrease, some Government do not need to cover the payment for those smokers who have disease.
