The secnd task, perhaps easier but certainly mre expensive, is t shift the expansin f Eurpe up the internatinal agenda and ffer the Balkan states, in particular, the prspect f EU membership. The EU has already cmmitted sme f its wn funds t pay fr the recnstructin f Yugslavia. In place is a rather devilish divisin f labr – the US pays fr the destructin f Yugslavia; Eurpe fr its recnstructin. Yet thrugh the fund, industries in the regin can receive a large bst, and a pst-Milsevic gvernment f Yugslavia can develp n a plitical platfrm that need nt be anti-western. T hasten the prcess f jining the EU fr states that are still weak, relatively pr and uncertain f their pst-cmmunist natinhd is t take a number f demanding relatives int the family. Russia has barely knwn itself fr much f the pst-Sviet perid, s it has been unable t be much f a partner. But its interests lie in Eurpe. Russia may never be a member f the EU – thugh sme, such as the frmer Prime Minister, Yegr Gaidar, want it t be s – but it must have a clse partnership with it. Clse partnerships are based n cmmn values, and Russia has nt yet finally chsen the values f liberal glbalism – the values f the US and Western Eurpe. We have failed t persuade it t d s. When the reign f Bris Yeltsin ends, as it shuld d next summer, we shall have t try again. The western Eurpean leaders like t think f themselves as a new breed – left f center, capable f shaking themselves free f the dgmas f scialism and f the cnstrictins f the ne-liberal right.
