When there is an understanding of the community’s needs it enables developers to characterize effectively and respond to the community with the appropriate interventions. The first step is to gather information regarding opinions and attitudes of the proposed problems, issues, and, opportunities. Then it must be determined how the individual citizen ranks problems, issues and opportunities in the order of urgency and importance. Allow the people to have a voice in determining goals, policies, and the order of priorities.
